Oyo:  Infrastructure, education get lion’s share, as Makinde presents N208bn 2020 budget

Oyo State Governor, Engineer Seyi Makinde, on Wednesday, presented a N208 billion 2020 budget estimates to the State House of Assembly for approval.

Governor Makinde while addressing the Assembly with a 16-page speech noted that his administration plans to be bullish with infrastructure development in the State by embarking 23 percent of the budget for the sector.

A statement by the Chief Press Secretary to the Governor, Mr. Taiwo Adisa indicated that the 23.93 percent allotted to infrastructure is the highest in the state’s history.

The Statement also indicated that in line with his administration’s belief that education remained the fastest way to take the people out of poverty and its commitment to delivering free and qualitative education in the State, the government has allocated the second highest percentage of the 2020 Budget, 22.37 per cent, to the education sector.

The Governor said: “I am here today to present to you the Oyo State Budget Proposal for the 2020 Fiscal Year. It is a budget that captures the aspirations of the good people of Oyo State. The farmers in Ido, Ilora, Ijaiye, and Akufo who wake up every morning hoping this is the day their relief will come. When the roads that link their farms to markets will be built and they can make more money for their toil.

“The market women and men in Gbagi Titun Market as well as the rural markets in Iresadu and Eruwa, whose hope is that the economy can be buoyant enough so that people can buy from them. The drivers and conductors on Iwo Road, Ogbomoso, Ipapo and Lalupon who do not want to spend all their takings on bus repairs. The civil servants at Agodi Secretariat who put in an honest day’s work and just want to get their salaries paid on time so they can care for their families.

“The students in public primary, secondary and tertiary institutions who want quality education so they can compete favourably with their counterparts worldwide. The old, the sick and infirm who want to go to a government hospital and get quality service without paying out of pocket. The small and medium scale business owners who want an enabling environment for their business to thrive.

“The big corporations who set up industries in Oyo State believing that government will play their role in providing a conducive environment for sustainable growth. It is a budget that every woman, man, and child in Oyo state can relate to and be proud of. A budget in keeping with our Roadmap for Accelerated Development in Oyo State 2019-2023.

“Mr Speaker Sir, Honourable Members, this is the first time I will be coming before you to present and defend a budget that is wholly this administration’s. Please permit me to share with you some of the key areas of the 2020 Oyo State Budget Proposal highlighting our revenue and expenditure plans and how this will contribute to the accelerated development of the economy of Oyo State.

“Let me start by saying that we are aiming for at least 70 per cent budget implementation. We believe we can even exceed this because we are not building castles in the air. Our proposed budget income matches our proposed expenditure.”

According to Governor Makinde, the capital expenditure of the State for the 2020 Budget was increased by 20 per cent compared to the 2019 Budget, with the capital expenditure estimate in the 2020 Budget proposal standing at N100,142,690,046 billion, representing 47.9 per cent of the budget.

The Governor added: “You will also note that our capital expenditure increased by about 20 per cent compared to the 2019 budget. Total capital expenditure of N100,142,690,046 billion is 47.9 per cent of the total budget estimate.

“The importance of this increase should not be lost on us. Increased allocation to capital projects directly contributes to a more buoyant economy and sustainable development. As stated earlier, we will not only be starting new projects, but also completing all ongoing viable projects from the previous administration.

“In all, Mr Speaker Sir, Honourable Members, I am happy to report that we have kept our promise to the people of Oyo State. When we set out to prepare the budget, our aim was to keep the budget realistic. To prepare a budget where projected revenue matches projected cost, unlike what has been the practice in the past.

“In 2019 for instance, the last administration projected N25.55Billion as revenue from MDAs and N91.59Billion from Statutory Allocations. These projections were higher than could be achieved. We have had to mark these down by 4.79 per cent for MDAs and 6.08 per cent from Statutory Allocations. However, we have reviewed Internal Generated Revenue (IGR) upwards based on various strategies we have put in place. We are expecting monthly revenue of at least Three Billion Naira starting from January 2020. You will be happy to hear that in the month of October, we were able to increase the state IGR by Four Hundred Million Naira, such that we had an IGR of Two Billion, Seven Hundred Thousand Naira recorded for that month.

“The last two sources of revenue are Capital Receipts which are down by about 10 per cent to N33.50Billion compared to the 2019 budget, and Loans for Capital Projects at N28.99Billion.

“It is, therefore, with a deep sense of responsibility that I present to you the Oyo State Budget Proposal for the 2020 Fiscal Year. I can assure that every kobo of the Two Hundred and Eight Billion, Eight Hundred and Two Million, Nine Hundred and Seventy Two Thousand, Eight Hundred and Seventy Eight Naira Zero Kobo is accounted for. Every single expenditure is geared towards facilitating the accelerated development of our beloved Oyo State.

“Mr Speaker Sir, Honourable Members of the House, I said at the outset that this budget is of the people and for the people. I stand by my word. With this budget, every citizen of Oyo State has a workable plan that they can identify with. It has been my honour to present it to you and my prayer is that you give it due consideration in a timely manner so that implementation may commence and Oyo State will indeed get on the path to accelerated development,” the Governor said.

He stated that the sum of N35.4 billion has been provided in the 2020 budget towards the completion of ongoing and proposed road projects in the three senatorial zones of the State.

The Governor maintained that the administration will see to the completion of the recently awarded Moniya-Ijaye-Iseyin road, which the contractor has agreed to complete in 12 months and other ongoing viable road projects in the State, adding that the government has concluded plans to collaborate with the Federal Government to rehabilitate the Oyo-Iseyin road.

He also announced the restructuring of the Oyo State Road Maintenance Agency (OYSROMA) and the directive to establish zonal offices in Oyo, Ogbomoso, Saki and Ibarapa to achieve an effective spread of its activities, adding that the ongoing Light Up Oyo State project through which Smart LED Street Lights were installed in Ibadan and solar lights in Oyo and Ogbomoso would be replicated across the major towns and cities in the State.

Governor Makinde further revealed that the 2020 Budget contained provisions for the procurement of new fire fighting vehicles, ambulances, water tankers and communication equipment for the security system.

Governor Makinde further said that in line with his Government’s four service point agenda, it has allocated 5.18 per cent and 4.43 per cent respectively to the Health and Agriculture sectors in the 2020 Budget proposal, noting that the Government remained committed to its determination to use agriculture to drive the State’s economy.

In the health sector, Governor Makinde stated that the major facelift and equipment provided to the Adeoyo State Hospital, Ring Road, Ibadan, to ensure quality healthcare delivery to the citizenry will be extended beyond the state capital, noting that General Hospitals in Eruwa, Tede and Iseyin would be renovated in the 2020 fiscal year.

He maintained that having noticed the lacuna in the area of personnel for the health sector, his Government has given approval for the recruitment of 500 medical and health workers for the State’s hospitals, College of Nursing and Midwifery as well as the College of Health Science and Technology.

The Governor noted that the administration has begun the implementation of policies that would  transform farming activities, increase production and improve the quality of food crops, livestock export and industrial crops through the application of modern technology, noting that the ongoing effort to upgrade two of the nine Farm Settlements in Eruwa and Akufo into Farm Estates remained on track.

Governor Makinde announced the return of the Oyo State Agricultural Development Programme (OYSADEP) headquarters to Saki, promising that the administration will restructure the system and fully strengthen it for efficient and effective performance of its responsibilities.

He also informed the gathering that the legal controversy over the 10,000 metric tons capacity silo at Aawe had been settled out of court, with the contractor already back to site with an agreement to deliver the project in 10 months.

Oyo: Oseni Donates 500KVA Transformer, N10m to Baptist Conference

The All Progressives Congress (APC) candidate for Oyo South Senatorial District, Hon. Aderemi Oseni, has donated a 500KVA transformer and N10 million in support of the 14th Annual Conference of the Ibadan Baptist Conference.

Oseni, who represents Ibarapa East/Ido Federal Constituency in the House of Representatives, made the donations on Tuesday while addressing participants at the conference, which was held under the theme, “By His Spirit.”

Speaking at the event, Oseni, who is the Chairman of the House Committee on Federal Roads Maintenance Agency (FERMA), expressed appreciation to the leadership and members of the Baptist Conference for giving him the opportunity to address the gathering. He commended the church for its contributions to the spread of the gospel and its impact on education, humanitarian services and other areas of human development.

The lawmaker said the challenges facing society could not be overcome through human efforts alone, stressing the need for divine guidance and the power of the Holy Spirit.

“Our efforts are important, but human efforts alone are not enough. We need the direction of God and the power of the Holy Spirit to guide us in our individual lives and in the affairs of our communities,” he said.

Oseni urged the congregation to combine faith with responsible action, saying lasting transformation could only be achieved when individuals and communities sought divine direction while taking practical steps to address their challenges.

He also encouraged Christians to take greater interest in politics and governance, noting that everyone votes remained an important instrument for determining the quality of leadership in the country.

According to him, “Votes count in Nigeria. Therefore, Christians must not remain on the sidelines. We must participate in politics, contribute ideas and collectively seek solutions to the challenges confronting our society. Governance is about the people and the delivery of services that improve their lives.”

The Oyo South senatorial candidate also solicited support for President Bola Tinubu and other APC candidates, saying leaders should be judged by their commitment to serving the people. He said the participation of responsible citizens in politics was necessary to promote good governance and ensure that public offices were used for the benefit of the people.

Quoting Proverbs 29:2, Oseni said, “When the righteous are in authority, the people rejoice.” He added that such rejoicing should be reflected in improved quality of representation, education, electricity, potable water, empowerment, healthcare, security, infrastructure, economic opportunities and good governance.

He said, “When the people have quality representation and can see the impact of government in their daily lives, that is when they will truly rejoice. Our people deserve access to good education, healthcare, potable water, electricity, security, infrastructure and opportunities to improve their livelihoods.”

Oseni further urged the congregation to remain united and continue to pray for the country and its leaders, particularly those entrusted with public responsibilities. He appealed to leaders at all levels to always seek wisdom and do what was right in the interest of the people, while assuring the people of his continued commitment to quality representation and service to humanity.

In his remarks, the President of the Ibadan Baptist Conference, Rev. Oyekola Bamidele, commended Oseni for his performance in office and his commitment to humanity.

Oyekola described the lawmaker as “one of our own,” acknowledging his contributions to the development and wellbeing of the people.

The Conference President subsequently invited church leaders, elders and members of the congregation to join him in prayers for Oseni, committing his leadership and future political ambition into the hands of God.

Presidency Backs World PR Forum, Onanuga Urges Better Nigeria Image

The Presidency has thrown its weight behind the 2026 World Public Relations Forum scheduled to hold in Abuja from November 15 to 21.

The Special Adviser to the President on Information and Strategy, Bayo Onanuga, gave the assurance on Wednesday when the planning committee of the forum visited him at the State House, Abuja.

The delegation was led by the President of the Nigerian Institute of Public Relations, Dr Ike Neliaku.
The forum, which has the theme,

“Deepening Responsible Communications,” is expected to attract about 3,000 delegates from 126 countries.
Onanuga said the hosting of the global event was a major opportunity for Nigeria to showcase its culture and present the country’s story to the international community.

He, however, expressed concern about the negative picture of Nigeria often presented by some Nigerians, especially on social media.

According to him, the forum should be used to correct misconceptions about the country and give foreign visitors a better understanding of Nigeria.

“You see, as a Nigerian, I always feel very odd when you read online the kind of things our people put out in the public space. They say negative things about this country,” Onanuga said.

He added, “This is a great opportunity for us to correct those things of concern to people. For me, I’ve seen the conference as something that will be good for our country, and it should be supported.”

Earlier, Neliaku said the delegation visited Onanuga to seek the support of the Presidency for the successful hosting of the forum.

He said Nigeria was the first African country to secure the hosting rights, adding that the event would provide an opportunity to showcase the country’s rich cultural heritage.

Neliaku noted that Mexico, India and Germany had hosted the forum at different times.

He disclosed that participants at the Abuja event would sign an agreement to be known as the “Abuja Declaration.”

The NIPR president also announced that the President of Zambia, Hakainde Hichilema, would deliver the keynote address at the forum.

He added that President Bola Tinubu would receive a Lifetime Award of Excellence in Reforms during the event.

The Chairman of the Planning Committee, Dr Suleiman Haruna, said preparations were already in top gear.
Haruna said the committee was working with media organisations and security agencies to ensure a successful hosting of the delegates.

Also speaking, a member of the committee and Director-General of Strategic Communications to the Nasarawa State Government, Yakubu Lamai, disclosed that the state government was building a Public Relations University.

He said the project was part of efforts to strengthen the public relations profession and boost confidence in Nigeria among international participants.

A veteran broadcaster and member of the delegation, Moji Makanjuola, said the forum would be inclusive, with women and persons with disabilities adequately represented.

Makanjuola appealed to the Presidency to support the event, stressing that Nigeria must be ready to receive participants from around the world.

“We have to be ready as Nigerians to receive the world; it is a Nigerian thing, it is not for the Ministry,” she said.

The World Public Relations Forum is expected to bring together public relations practitioners, communication experts, policymakers and other stakeholders from across the world to discuss responsible communication and the future of the profession.

FG adds 208MW to national grid, upgrades Ijora, Apapa substations

The Federal Government has commissioned upgraded transmission substations at Ijora and Apapa Road in Lagos, adding a combined 208 megawatts of bulk transmission capacity to the national grid.

The projects, inaugurated by the Minister of Power, Joseph Tegbe, are expected to boost electricity supply to major industrial, commercial and residential areas across Lagos.

At the Ijora 132/33kV transmission substation, two new 100MVA transformers have raised the installed capacity from 90MVA to 230MVA, providing an additional 112MW of bulk transmission capacity.

The upgrade is expected to improve power supply to Ijora, Costain, Oyingbo, Customs and adjoining communities within the franchise area of the Eko Electricity Distribution Company.

At the Apapa Road transmission substation, two new 60MVA transformers and modern Gas Insulated Switchgear were installed and energised, increasing the facility’s capacity from 60MVA to 180MVA and adding another 96MW to the transmission network.

The Apapa project is considered particularly important because the area hosts major ports, maritime businesses, logistics companies, warehouses and manufacturing industries. The additional capacity is expected to increase the bulk electricity available to EKEDC for distribution to Apapa Causeway, Ijora, Amukoko, Ajegunle, Apapa Wharf, Tin Can Island and surrounding communities.

Speaking at the commissioning, Tegbe said the projects were part of the Federal Government’s efforts to tackle structural challenges in the nation’s electricity sector.

He said expanding transmission capacity was essential to ensuring that electricity generated was effectively delivered to areas where demand was highest.

According to him, rapid population growth, industrial expansion and increased commercial activities had put considerable pressure on existing power infrastructure, resulting in suppressed load and constrained electricity supply.

Tegbe said reliable electricity remained central to Nigeria’s economic transformation, adding that the administration’s ambition of building a $1tn economy could not be achieved without adequate and dependable power supply.

The Managing Director and Chief Executive Officer of the Transmission Company of Nigeria, Sule Ahmed Abdulaziz, described the projects as a significant investment in strengthening the country’s transmission network. He said the Apapa project was supported by the Japan International Cooperation Agency, while the Ijora intervention received support from the World Bank in partnership with TCN.

Abdulaziz called for similar interventions to rehabilitate and upgrade other critical sections of the national transmission network. He said continued investment in the network was necessary to ensure that improvements in power generation translated into better supply for homes and businesses.

The Federal Government said the additional 208MW would improve grid stability and strengthen electricity supply to some of Lagos’ most important commercial and industrial corridors, with the projects expected to support businesses and communities that depend heavily on reliable power.
