										<content:encoded><![CDATA[<p><strong>Former president Laurent Gbagbo will return to Ivory Coast on June 17 after a decade following his acquittal of crimes against humanity during a civil war, a party official said Monday. </strong></p>
<p>In April, the International Criminal Court (ICC) based in The Hague confirmed that Gbagbo and his former right-hand man Charles Ble Goude were in the clear over the devastating post-electoral violence that rocked the West African nation in 2010-11.</p>
<p>“I am announcing the return of president Laurent Gbagbo on Ivorian soil on June 17,” said Assoa Adou, general secretary of the Ivorian Popular Front (FPI) party Gbagbo founded.</p>
<p>The announcement was made on Gbagbo’s 76th birthday.</p>
<p>More than 3,000 people were killed in months of fighting after the 2010 election when Gbagbo disputed the results of the vote won by current President Alassane Ouattara and refused to stand down.</p>
<p>Gbagbo was eventually forced out of power. He was arrested in April 2011 and was held in northern Ivory Coast before being transferred to the ICC.</p>
<p>He became the first head of state to stand trial at the court, though both he and Ble Goude always insisted they were not guilty of crimes against humanity.</p>
<p>Despite spending years behind bars in the Dutch city, as well as time in Brussels as he awaited the outcome of an appeal against his acquittal in 2019, the deeply divisive ex-president retains strong support at home.</p>
<p>Ouattara has said that his predecessor was welcome to return home and would “enjoy … the advantages and allowances available to former presidents”.</p>
<p>Gbagbo’s supporters have hailed the ICC’s decision to uphold his acquittal along with that of Ble Goude, saying their return would heal the wounds of a conflict that split the country along north-south lines.</p>
<p>Ivory Coast, the world’s top cocoa producer, is divided between the Muslim-majority north and the Christian-dominated south.</p>
<p>Ouattara is a Muslim northerner while Gbagbo is a Christian from the south.</p>

										<content:encoded><![CDATA[<p><em><strong>No fewer than Six Economic Community of West African States (ECOWAS) countries on Thursday r</strong></em><em><strong>ejected the move by eight other <a href="https://www.channelstv.com/2019/12/22/west-african-nations-rename-common-currency-sever-its-links-to-france/" target="_blank" rel="noopener">francophone</a> nations in the region to adopt the Eco common currency.</strong></em></p>
<p>Nigeria, Gambia, Ghana, Liberia, Sierra Leone, all English-speaking countries and Guinea, the only francophone country, criticized the move by Benin, Burkina Faso, Guinea-Bissau, Ivory Coast, Mali, Niger, Senegal, and Togo who had agreed to change the name of their common currency, CFA francs to Eco.</p>
<p>At an extraordinary meeting of the Ministers of Finance and Economy, and the Governors of Central Banks in the West African Monetary Zone, Mrs. Zainab Ahmed said that the declaration is not in line with the decisions of ECOWAS Heads of States.</p>
<p>“While the meeting applauds the decision of the francophone West African countries to the link, the meeting also noted with concern, the declaration by his Excellency, Alassane Ouattara, Chairman of the authority of the Heads of States and Governments of the West African Economy and Monetary Union on the 21st December 2019 to unilaterally rename the CFA francs as eco by the year 2020.</p>
<p>“WAMZ Convergence council wishes to emphasize that this action is not in line with the decision of the authorities of the heads of states and government of ECOWAS for the adoption of the eco as the name of an independent ECOWAS single currency.”</p>
<p>At the end of the meeting, delegates recommended that an extraordinary general meeting of ECOWAS heads of state and governments in the West African Monetary Zone be convened to discuss the matter.</p>
<p>“The council reiterates the importance for all ECOWAS member countries to adhere to the decisions of the ECOWAS authority heads of states and government towards the implementation of the revised roadmap of the ECOWAS single currency programme.</p>
<p>“The council recommends that an extraordinary summit of the authority of the heads of state and government of the WAMZ member state be convened soon to discuss this matter and other related issues.”</p>
<p>In December 2019, the adoption of Eco common currency by the eight francophone countries was lauded by the <a href="https://www.channelstv.com/2019/12/22/imf-lauds-introduction-of-eco-common-currency-by-francophone-west-african-countries/" target="_blank" rel="noopener">International Monetary Fund</a> (IMF), showing readiness to engage with the regional authorities, owing to its proven track record in the conduct of monetary policy and external reserve management.</p>
<p><a href="https://www.channelstv.com/2019/12/30/ghana-govt-reveals-plan-to-adopt-new-single-west-african-eco-currency/" target="_blank" rel="noopener">Ghana</a> had in December, lauded the move and said that the country is determined to do whatever they can to join the Member States of UEMOA soon.</p>

										<content:encoded><![CDATA[<p>Dangote Industries Limited and the Government of Togo (GoT) have concluded an agreement to develop and transform Togolese phosphate into phosphate fertilizers for the West African sub-region; in a bid to improve consumption of the product in Africa.</p>
<p>With over two billion tonnes of phosphate reserves, Togo is one of the leading phosphate producers in Africa. By partnering the Dangote Group, the country intends to benefit from the expertise and investment capacity of Africa&#8217;s largest industrial group, according to a joint release issued by the Dangote Group and the Communications Department of the Presidency of the Republic of Togo.</p>
<p>With the completion and commissioning of the Dangote Petroleum Refinery and Fertilizer complex in Ibeju-Lekki, Lagos, Dangote Group will be the largest ammonia producer on the African continent, the release noted. Ammonia is an essential ingredient in the transformation of phosphate into fertilizer derived from phosphates. Under the agreement, Togo will provide access to phosphate resources and the Dangote Group will provide access to ammonia and to the Nigerian market.</p>
<p>The project, in line with second pillar of the Togo National Development Plan, should enable the production of more than 1 million tonnes of fertilizers derived from phosphates once completed. The cost of the investment is estimated at about $2 billion and is expected to create several thousand direct jobs. Mining development work will start before the end of 2019, it added.</p>
<p>On this occasion, Dangote Group also announced the establishment of a cement manufacturing plant with an annual capacity of 1.5 million tonnes in Lomé. This plant will use clinker from Togo and Nigeria and will meet both local and neighbouring countries&#8217; demand, the release noted.</p>
<p>It further added that construction of the Lome plant is billed to start in first quarter of 2020 and its commissioning scheduled to take place before the end of 2020. The investment is estimated at $60 million and is expected to create 500 direct jobs.</p>
<p>Togolese President, Faure Gnassingbé said, &#8220;The structural transformation of our economy is the main objective we have set ourselves in the context of the 2018-2022 NDP. By processing our phosphate we will not only create jobs but we will also be able to provide our farmers with good quality fertilizers at an affordable cost. Having an industrial investor like Alhaji Dangoté shows that our efforts to improve the business climate are paying off. We intend to continue in this dynamic for the well-being of Togolese men and women.&#8221;</p>
<p>President/CE Dangote Group, Aliko Dangote said, ‘’This partnership is in line with our transformation agenda in creating prosperity and enhancing economic development not only in Togo but also in Affrica.  In addition, the Dangote Group is determined in supporting the Government of Togo in its industrialisation strategy aimed at creating jobs for its citizens and making Togo an attractive investment destination.’’</p>
<p>The two investment agreements reinforce Togo&#8217;s industrialisation strategy adopted under the 2018-2022 National Development Plan.</p>

										<content:encoded><![CDATA[<p>The city of Benin in southern Nigeria was once the capital of the former Edo Kingdom of Benin, one of the oldest states in West Africa. It dates <a href="https://www.theguardian.com/cities/2016/mar/18/story-of-cities-5-benin-city-edo-nigeria-mighty-medieval-capital-lost-without-trace" target="_blank" rel="nofollow noopener noreferrer">back to the 11th century.</a></p>
<p>Little remains of that kingdom. The once-mighty city is now the main “sender” place of origin of Nigerians migrating irregularly towards Libya in search of greener pastures in Europe.</p>
<p>To inform local youth about trafficking in persons and other risks of irregular migration, the International Organization for Migration (IOM) organized on 18 October three theatre performances in the Edo state capital. The performances marked the completion of an eight-month training in 17 communities in Edo and Delta states, two key migration-prone areas in Africa’s most populous country.</p>
<p>The open-air event brought together close to 100 individuals, who gathered to raise awareness about the plight of thousands of people who have suffered deception, abuse and exploitation along their migration journeys. Since early 2017, IOM has assisted some 15,171 men and women to voluntarily return to Nigeria. Most returned from Libya, Niger and Mali under the EU-IOM Joint Initiative for Migrant Protection and Reintegration.</p>
<p>Of those, 42 per cent came from Edo. The theatre project grouped 44 men and 33 women into five troupes performing 47 shows in 115 communities in Edo and Delta. From July through September this summer, those performances reached 8,403 individuals.</p>
<p>“Most of the actors are seeing theatre for the first time, so the training wasn’t easy. But I’m elated with the outcome,” said Lancelot Imasuen, a renown Nollywood filmmaker who led the project. “A lot of these people have the talent to pursue acting; some of them are even performing at the national arts and culture festival taking place this week in Benin City.”</p>
<p>Together with Imasuen, IOM helped audition the actors and performers and equipped them with materials, musical instruments and props. Imasuen, who directed the three plays titled Empty Waka, Dance of the Migrants and Trafficked, trained the participants on directing, script development, stage management, set and costume design, and make-up.</p>
<p>“We selected returnees, students, potential migrants, and their families to promote social cohesion as we have witnessed that many returnees face stigmatization upon return to their communities,” explained Cyprine Cheptepkeny, IOM Nigeria Awareness Raising Officer. “We chose theatre as an awareness raising tool to pass on the message in an entertaining way, going beyond the traditional information channels,” she added.</p>
<p>Those watching the plays in markets and other public spaces say they have been impacted by the stories. At one performance, a woman among the audience shared the story of her daughter. Based on that testimony, IOM was able to identify the daughter as a victim of trafficking. Following further investigation, IOM staff referred the case to the National Agency for the Prohibition of Trafficking in Persons (NAPTIP).</p>
<p>“In ancient Greece, theatre was seen as an instrument for social development and a means to express belief, approval or disapproval, pain and suffering,” said Eleni Zerzelidou, EU Project Officer, Migration and Drugs. “Community theatre nowadays goes beyond that. It comes from the community and it can help the community develop capacities for critical thinking on human trafficking and other issues affecting them.”</p>
<p>This project is part of IOM’s wider efforts to promote safe migration channels in Nigeria. At the end of October, IOM will organize the ‘Music for Safe Migration’ concert in Benin City, among other sensitization activities. The event was funded by the European Union through the EU Emergency Trust Fund for Africa (EUTF).</p>

										<content:encoded><![CDATA[<p>“Trauma from terrorism” hurts families, communities and destabilizes entire regions, UN Secretary-General António Guterres said on Wednesday, as he expressed solidarity with victims of extremist attacks in Africa.</p>

<div>Speaking in Nairobi at the opening of a conference on counter-terrorism, Mr. Guterres recalled how attackers had laid siege to a hotel complex in the capital in January, killing 21 people.</p>
<h3><strong>Africans on ‘front line’ against terror</strong></h3>
<p>The deteriorating situation in the Sahel and “increasing risks” in West Africa are also deeply concerning, the UN chief continued, amid ongoing attacks by armed militants in the Lake Chad region, central Mali, Burkina Faso and Niger.</p>
<p>In light of these developments, “there is an urgent need for the international community to support Member States in this region”, Mr. Guterres said, noting that the people of Africa “are on the front line of efforts to tackle terrorism and the spread of violent extremism”.</p>
<h3><strong>Women’s role countering extremists, ‘inspirational’</strong></h3>
<p>Welcoming the determination of Africans to find solutions to terrorism, the UN Secretary-General highlighted the “inspirational” role of women in prevention efforts.</p>
<p>“All over the continent, women are taking matters into their own hands,” he said, before noting that all terror groups subjugated women and girls, regardless of their ideology.</p>
<p>They are “engaging with local leaders, mayors, young people, children and their fellow men, to fight against exclusion, marginalization, inequality and abuse – the conditions that lead many to radicalisation and conflict,” he said.</p>
<p>At the same time, the UN Secretary-General also cautioned that such efforts could not succeed without long-term political commitment from the international community.</p>
<p>In addition to “strong and clear mandates” from the Security Council, he insisted that there should also be “sufficient, predictable and sustainable financial support” for African peace-enforcing and counter-terrorism operations.</p>
<p>“We must not allow terrorism to undermine the great progress that is being made on this continent,” Mr. Guterres said, insisting that an “integrated, prosperous and peaceful Africa…continued to be “a top priority” for the United Nations.</p>
<h3>‘State violence and abuse of power’ often ‘tipping point’ to terror</h3>
<p>In a call for greater efforts from African States and the international community to unite against terrorism, the UN Secretary-General also noted that more should be done to tackle the “drivers and enablers” of violent extremism.</p>
<p>Within the UN, he noted that the organization had itself prioritized capacity-building projects for African countries on issues such as mitigating the threat of foreign terrorist fighters, empowering youth, countering terrorist financing and improving aviation security.</p>
<p>“Nothing can justify terrorism and violent extremism, but we must also acknowledge that they do not arise in a vacuum”, he said, insisting that “actual or perceived injustice and promised empowerment become attractive wherever human rights are being violated, good governance is being ignored and aspirations are being crushed”.</p>
<p>A lack of education and poverty were factors behind radicalization, Mr. Guterres continued, “but the final tipping point” is often State-led violence and the abuse of power, he maintained.</p>
<p>States should do more to address these risk factors, in addition to preventing conflicts, strengthening state institutions and civil society, building durable peace and promoting sustainable development to tackle the poverty, inequality and lack of opportunity that feed despair, he insisted.</p></div>

										<content:encoded><![CDATA[<p>The African Development Bank  has approved a US$20 million equity investment in Uhuru Growth Fund 1, a first-generation fund sponsored by Uhuru Partners Limited, a private equity firm, focused on high growth middle market businesses across West Africa.</p>
<p>Uhuru Partners Limited is composed of an experienced indigenous team with strong local networks, extensive knowledge of the West Africa market and a track-record of SME investments in the region.</p>
<p>The Bank’s equity support will enable Uhuru Partners to make investment forays into consumer facing and financial services sectors in West African countries including Nigeria, Ghana, Cote d’Ivoire, Senegal, Burkina Faso and Mali..</p>
<p>Investments of $5 million and above will be made in companies in these sectors, helping them grow into regional champions, and creating new, high quality jobs.</p>
<p>The proposed investment will give the Bank approximately 10% of the Fund’s target capitalization of $200 million.</p>
<p>Equity capital is scarce in Africa but particularly so for smaller companies with revenues below $50 million. Private equity funds such as Uhuru will help address this void</p>
<p>Uhuru’s compelling investment proposition is underpinned by several macroeconomic and institutional factors. These key factors include West Africa’s large aggregate population, rapid urbanization and youthful demographics, sustained economic growth and relative political stability.</p>
<p>The presence of Uhuru’s key executive and operational teams in Abidjan and Lagos is also perceived as a huge asset, enabling the team to effectively source investment opportunities in the Anglophone and Francophone economies of West Africa. The PE firm’s presence in the region’s largest and leading commercial hubs also enables them to get actively involved in the operations of their portfolio companies across the region.</p>
<p>Abdu Mukhtar, the African Development Bank’s Director of Industrial and Trade Development said the Bank’s investment will be instrumental to Uhuru’s $200 million fundraising exercise. “The Bank’s support of Uhuru Growth Fund will unlock capital from other development finance and commercial investors into a fund that will help strengthen West Africa’s economies, create jobs and drive development,” Mukhtar said.</p>
<p>The Fund’s investment strategy is aligned with the Bank’s Ten-Year Strategy (2013-2022), focusing on inclusive growth and creating broad-based prosperity, as well as the Bank’s Country Strategy Papers for target countries which seek inclusive growth, access to local SME finance and regional integration as the pathway to sustainable development of the African continent</p>
<p>The Fund’s strategy is also aligned with the Bank’s High 5 priorities to Industrialize Africa, Feed Africa, Integrate Africa and Improve the quality of life for the people of Africa.</p>

										<content:encoded><![CDATA[<p><em><strong>THE Department of State agrees with the view that Nigeria’s February 2019 national elections are a critical test. The conduct of the elections could have significant consequences for the democratic trajectory of Nigeria, West Africa, and the entire continent.</strong></em></p>
<p>The conduct of the 2015 Nigerian elections, although by no means perfect, was a step forward for Nigeria’s democracy. That contest resulted in Nigeria’s first-ever democratic transfer of power to a non-incumbent party, thereby increasing capacity and improving conduct of Nigerian democratic institutions and election bodies.</p>
<p><strong>Key Goals and Actions </strong></p>
<p>In advance of the 2019 elections, the U.S. government continues to support the Nigerian goal of free, fair, transparent, and peaceful elections that reflect the will of the Nigerian people. Through diplomacy, robust public engagement including with Nigeria’s youth and civil society, and democracy and governance programs, we are helping the country to strengthen its democratic institutions and processes. The United States does not support any single candidate. We support a democratic process that is free, fair, transparent, peaceful, and reflects the will of the Nigerian people.</p>
<p>The U.S. government has developed a comprehensive election strategy to plan and coordinate our efforts. We have three main <em><strong>objectives</strong></em>:</p>
<ol>
<li>Support a free and fair electoral process, including technical assistance to Nigeria’s election institutions, civil society, and political parties as well as U.S. government monitoring of the election around the country;</li>
<li>Prevent and mitigate electoral violence, including conflict monitoring, peacebuilding programs, and peace messaging;</li>
<li>Support civic and political engagement, including support to Nigerian civil society election observation and parallel vote tabulation, social media campaigns to engage youth including through our Young African Leaders Initiative (YALI), “get out the vote” campaigns, voter education, and Nigerian efforts to counter disinformation.</li>
</ol>
<p>To advance our strategy, we have sustained high-level diplomatic engagement from Washington as well as robust and regular engagement by our Ambassador, Consul General, USAID Mission Director, and other officials based in Abuja and Lagos. Earlier this year, President Trump welcomed President Buhari to the White House and conveyed our expectations for a credible election. Two Secretaries of State, USAID Administrator Green, Deputy Secretary of State Sullivan, and many others have either traveled to Nigeria or met with senior Nigerian officials in the United States to underscore our commitment to free, fair, transparent, and peaceful Nigerian elections in the last twelve months.</p>
<p>The State Department also hosted the Nigerian Independent National Electoral Commission (INEC) Chairman in late October to observe U.S. preparation for mid-term elections and discuss challenges surrounding Nigeria’s elections. During this visit, INEC Chairman Yakubu observed early voting in Maryland, and met with Congressional staff, U.S. electoral civil society and legal experts, and U.S. government officials. The Chairman also met with USAID Administrator Green and Under Secretary for Political Affairs Hale.</p>
<p>I recently returned from Nigeria as part of my first trip to the continent. It was great to be back in Nigeria where I served as Charge d ’Affairs in 2016 and Deputy Chief of Mission from 1993-1995, and convey our expectations and concerns for the elections in person. I met with leadership from the two main political parties, INEC Chairman Yakubu, and civil society organizations, delivering public messages on the elections in a speech and in press engagements and private messages with key stakeholders.</p>
<p>That is just a summary of our Washington-focused diplomatic engagement on these elections. Our Ambassador and the Mission in Nigeria are working to advance our goals every day. My colleague from USAID will tell you more about the USAID programs in support of our three objectives. And, I can assure you that the U.S. government will remain intensely focused on the Nigerian elections in the coming months.</p>
<p><strong>Expectations and Concerns </strong></p>
<p>I know many of you are watching the election closely. We share many of the areas of concern that you have voiced. We are monitoring and messaging – both publicly and privately – to mitigate a few key areas of risk that could jeopardize a free and fair process. For example:</p>
<ul>
<li>potential attacks on the legitimacy of INEC and the electoral process for political gain;</li>
<li>intimidation and partisanship by security forces;</li>
<li>heightened insecurity, terrorist attacks on elections institutions, or violence towards voters, observers, or electoral officials;</li>
<li>an inability of large numbers of internally displaced persons or persons with disabilities to vote;</li>
<li>voter suppression, the use of armed gangs for voter intimidation, and other drivers of electoral violence, including a lack of official condemnation of hate speech and disinformation;</li>
<li>wide-spread vote buying that challenges the integrity of the electoral process.</li>
</ul>
<p>On November 18, the start of official campaigning, our Mission in Abuja released a statement with 25 like-minded missions to express our desire to see free, fair, transparent, and peaceful elections, specifically naming many of these concerns. I can assure you we will be watching closely for instigators of violence or those attempting to undermine the democratic process.</p>
<p>Many of you have expressed particular concern about violence around these elections. I can tell you from my impressions during my travels and my previous service in Nigeria that I fear there will be some violence around these elections, as has been the case with previous elections. I do not anticipate large-scale nation-wide conflict, but rather localized violence. We are already seeing increased tensions and polarization as the election approaches. We assess that politicians are turning to narratives of identity politics in an attempt to improve their popularity, with potentially serious consequences for national unity. However, Nigeria’s political system and society have weathered such tensions before.</p>
<p>But, let me underscore that the U.S. government takes the risk of any loss of human life extremely seriously. As I just mentioned, preventing electoral violence is one of our three main objectives for our diplomacy and programs. When I was in Nigeria, I asked officials from both major parties to sign pledges that their candidates would conduct peaceful campaigns, and both major candidates have now signed a peace pledge. In assessing potential “hot spots” for violence, we look at places that are historically volatile around elections such as Rivers and Borno states. We look at states that are currently tense, especially if state-level politics are contentious like those in Benue, Plateau, as well as those in high-stakes locations with large populations such as Kano. We regularly engage with civil society organizations working in these “hotspots” and support their peacebuilding efforts. USAID programs and our public diplomacy campaigns also support peace campaigns across the country, such as #VoteNotFight. Through our YALI Network Nigeria campaign, Nigerians have made over 10,000 pledges to boost voter participation, reject violence, and vote with integrity.</p>
<p><strong>Conclusion</strong></p>
<p>As I said in a speech in Nigeria, only the Nigerian people can determine lasting solutions and a path forward toward peace and stability. 2019 will be a significant year for Nigerian democracy – it has been 20 years since the country returned to democratic rule and this election’s youngest voters have never known a Nigeria without democracy. The upcoming elections provide Nigerians an opportunity to shape their country and solidify its place as a democratic leader in Africa.</p>
