										<content:encoded><![CDATA[<p>Boosting efforts to fight pneumonia could avert over 2 million child deaths from pneumonia and other major diseases in Nigeria, new analysis has found.</p>
<p>The modelling by Johns Hopkins University is being released today as nine leading health and children’s agencies host the world’s first global conference on childhood pneumonia in Barcelona.</p>
<p>Forecasts show that 1.4 million children under the age of five could die from pneumonia over the next decade in Nigeria, on current trends – the highest number of any country in the world and more than 20 percent of childhood deaths from pneumonia globally.</p>
<p>However, an estimated 809,000 of these deaths would be averted by significantly scaling up services to prevent and treat pneumonia.</p>
<p>Researchers also found boosting pneumonia services would create an additional ‘ripple effect’, preventing 1.2 million extra child deaths from other major childhood diseases at the same time.</p>
<p>Interventions like improving nutrition, increasing vaccine coverage or boosting breastfeeding rates – key measures that reduce the risk of children dying from pneumonia – would also stop thousands of child deaths from diseases like diarrhoea (580,000), meningitis (68,000), measles (55,000) and malaria (4,000).</p>
<p>By 2030, that effect would be so large that pneumonia interventions alone would avert over 2 million predicted under-five child deaths in Nigeria from all causes combined, researchers said.</p>
<p>Pneumonia is caused by bacteria, viruses or fungi, and leaves children fighting for breath as their lungs fill with pus and fluid.</p>
<p>The disease is the leading killer of children in Nigeria, causing 19 percent of under-five deaths.</p>
<p>Most pneumonia deaths can be prevented with vaccines, and easily treated with low-cost antibiotics. But more than 40 percent of one-year-olds in Nigeria are unvaccinated, and three in four children suffering from pneumonia symptoms do not get access to medical treatment.</p>
<p>Peter Hawkins, UNICEF Nigeria’s Country Representative, said:</p>
<p>“We have a responsibility to do all we can to avert these deaths by pneumonia – deaths that are nearly all preventable. It will take concerted action by all players. The announcement by the Nigerian government of the world’s first-ever pneumonia control strategy – coupled with the focus globally on combatting pneumonia – is a huge step forward. We now need to follow this with concrete action on the ground to address the causes and drivers of childhood pneumonia deaths in this country.”</p>
<p>On January 29-31, nine leading health and children’s organisations – ISGlobal, Save the Children, UNICEF, Every Breath Counts, ”la Caixa” Foundation, the Bill &amp; Melinda Gates Foundation, USAID, Unitaid and Gavi, the Vaccine Alliance – are hosting world leaders at the Global Forum on Childhood Pneumonia in Barcelona, the first international conference on childhood pneumonia.</p>

										<content:encoded><![CDATA[<p><em><strong>Nigeria has introduced the Meningitis A Conjugate Vaccine into the routine Expanded Programme on Immunization (EPI) schedule. </strong></em></p>
<p>Speaking during the flag-off ceremony at the Area 2 Primary Healthcare Centre (PHC) on 09 August, 2019, the Executive Director (ED) of National Primary Healthcare Development Agency (NPHCDA), Dr Faisal Shuaib said, “Men A remains a major global challenge.” According to the ED,”25 states and the Federal Capital Territory (FCT) fall within the meningitis belt; putting 26.7 Nigerians at risk of meningitis”.</p>
<p>Further describing the prevalence of the disease in the country, he said, “In 2018, there were 4,516 reported cases in Nigeria, 318 serious cases and 364 deaths. I therefore call on all mothers to ensure their children are vaccinated from this disease.”</p>
<p>Meningococcal meningitis is the bacterial form of meningitis; a devastating disease associated with high fatality (up to 50% when untreated) and high frequency (more than 10%) of severe complications. Over 10,000 cases of meningitis occur annually in Nigeria; in 2017 alone, 14,766 cases were reported with 1,207 deaths. Vaccines are however available for prevention and control of meningitis outbreaks.</p>
<p>“Meningitis has been a scourge across Africa’s meningitis belt for generations, however this vaccine has made a massive difference in bringing this disease under control,” said Anuradha Gupta, Deputy CEO of Gavi, the Vaccine Alliance. “This further expansion in Nigeria’s immunization programme has the potential to save hundreds of lives every year across Nigeria and shows the government’s commitment to protecting every child in the country against deadly, preventable diseases.”</p>
<p>The meningococcal A conjugate vaccine for Nigeria, procured with funding from Gavi, the Vaccine Alliance, is part of its wider commitment to boosting Nigeria’s low immunization coverage and to stem further fatalities arising from the vaccine preventable disease.</p>
<p>In his remarks at the flag off ceremony, WHO Officer in Charge (OiC) for Nigeria, Dr Clement Peter congratulated the Government of Nigeria for the important milestone of the introduction of Meningitis A vaccine, which is in line with WHO recommendations.</p>
<p>“The vaccine is safe and effective and will protect Nigerian children from a dreadful disease. I seize this opportunity to encourage parents and caregivers to visit health facilities and outreach sites to have their children vaccinated. No child should be denied the opportunity to receive lifesaving vaccines for a healthy and productive future, to build a thriving nation,” he affirmed.</p>
<p>In their separate goodwill messages, representatives of Permanent Secretaries of FCT and Federal Ministry of Health, as well His Royal Highness, Alhaji Idris Musa, the paramount traditional ruler of FCT, pleaded with community members to benefit from immunization services and admonished health workers to treat caregivers respectfully and build enduring relationships with the communities they serve to ensure smooth delivery of laudable programmes.</p>
<p>They all appreciated the World Health Organization (WHO) and partners for being on ground to support vaccination activities at points of delivery. Other partners at the epoch-making event included UNICEF, AFENET, USAID, Red Cross Society of Nigeria and Vaccine Network for Disease Control.</p>
<p>Meningitis is an infection of the thin lining that surrounds the brain and spinal cord called the meninges. Viral and bacterial infections are the most common cause but bacterial meningitis is much more serious due to its rapid onset and poses a significant risk of death. Meningitis A vaccine targets type A meningitis and WHO is committed to work with the government to switch to the Meningitis A,C,W,X,Y formulation in a few years’ when the vaccine is available in the quantities required to ensure protection from all other strains of the disease is achieved.</p>
<p>WHO emphasizes the importance of completing mass vaccination campaigns in individuals aged 01-29 years old in all high risk countries followed by introduction of meningococcal A conjugate vaccine into the routine childhood programme within 01-05 years following the campaign completion.</p>
<p>WHO also recommends a one-time catch up campaign for children born after the initial mass vaccination and who would not be in the age range targeted by the routine immunization programme.</p>

										<content:encoded><![CDATA[<p><em><strong>All six States in the South West Zone have completed the ‘2nd Outbreak Response’ (OBR2) to the circulating Vaccine</strong></em></p>
<p>Derived Polio Virus (cVDPV2) with varying degrees of success. The exercise, implemented on 15 – 24 June, was in response to confirmed reports by the Lagos State Government of environmental strains of Polio Virus in Makoko, Itire and Maracana canals, as well as in Imeko Afon LGA of Ogun State.</p>
<p>Initial large-scale zonal supplementary immunization activities were coordinated across all States (Lagos, Ogun, Osun, Oyo, Ondo and Ekiti), during the OBR1 conducted on 18 -21 May, 2019. Polio eradication teams on the ground covered 89,841 settlements. The teams maximized the impact of available resources and ensured that oral polio vaccine be administered to 9,927,112 under-five year old children in all the States.</p>
<p><strong>Early planning to prevent spread across borders</strong></p>
<p>In Ogun state, which shares an international border with Republic of Benin, a series of planning sessions with representatives from Republic of Benin involving, traditional leaders, religious leaders, Port Health service, Nigeria Immigration Service, Customs, Military and the police ensured every eligible child was reached. During one of the meetings, a counterpart from the Republic of Benin, Dr Bonny Potoku, who is the Secretary General to the inter-border forum in Ipokia (Nigeria) and Igolo (Republic of Benin) border commented, “The time is ripe for the reactivation of our own port health services seeing the amount of resources and commitment from the Nigerian side”. His position was echoed by former Ogun Commissioner for Health, Dr Babatunde Ipaye who said, “Deliberate efforts were being made to target border communities, who are more susceptible to outbreaks due to the migration of people”.</p>
<p>In Nigeria and the Lake Chad sub region, a cVDPV2 outbreak originating in Jigawa state, Nigeria has spread to eleven other states and internationally to Niger Republic and Cameroon.</p>
<p>Initial success build on lessons learnt Speaking on the outcome of the response in Ekiti state, an elated Permanent Secretary from the state Primary Health Care Board Mrs. Bisi Arogundade, said about the exercise; “OBR-2 has been highly successful and impactful. It built on the lessons learnt during the first round.</p>
<p>Government, traditional rulers, partners and other stakeholders have been supportive. I therefore was not surprised at the outcome of the exercise and sure the state will work towards sustaining the achievement”.</p>
<p>In Ondo State, Dr Francis Adegoke Akanbiemu, Executive Secretary, State Primary Health Care Development Agency, expressed the administration’s appreciation on the quality of the coverage. In a letter of appreciation sent to the WHO State Coordinator, he indicated that, “On behalf of the Executive Governor, I appreciate and thank the World Health Organization for the immense support, both in logistics and technical support during the just concluded second round of outbreak response exercise in the state. Without the support, the exercise would have been of less success”.</p>
<p>Support for Polio eradication in Nigeria through WHO, is made possible by funding from the Bill &amp; Melinda Gates Foundation, Department for International Development (DFID – UK), European Union, Gavi, the Vaccine Alliance, Government of Germany through KfW Bank, Global Affairs Canada, United States Agency for International Development (USAID), Community Chest Korea, KOFIH (Korea), Rotary International and the World Bank.</p>

										<content:encoded><![CDATA[<p><em><strong>THE Department of State agrees with the view that Nigeria’s February 2019 national elections are a critical test. The conduct of the elections could have significant consequences for the democratic trajectory of Nigeria, West Africa, and the entire continent.</strong></em></p>
<p>The conduct of the 2015 Nigerian elections, although by no means perfect, was a step forward for Nigeria’s democracy. That contest resulted in Nigeria’s first-ever democratic transfer of power to a non-incumbent party, thereby increasing capacity and improving conduct of Nigerian democratic institutions and election bodies.</p>
<p><strong>Key Goals and Actions </strong></p>
<p>In advance of the 2019 elections, the U.S. government continues to support the Nigerian goal of free, fair, transparent, and peaceful elections that reflect the will of the Nigerian people. Through diplomacy, robust public engagement including with Nigeria’s youth and civil society, and democracy and governance programs, we are helping the country to strengthen its democratic institutions and processes. The United States does not support any single candidate. We support a democratic process that is free, fair, transparent, peaceful, and reflects the will of the Nigerian people.</p>
<p>The U.S. government has developed a comprehensive election strategy to plan and coordinate our efforts. We have three main <em><strong>objectives</strong></em>:</p>
<ol>
<li>Support a free and fair electoral process, including technical assistance to Nigeria’s election institutions, civil society, and political parties as well as U.S. government monitoring of the election around the country;</li>
<li>Prevent and mitigate electoral violence, including conflict monitoring, peacebuilding programs, and peace messaging;</li>
<li>Support civic and political engagement, including support to Nigerian civil society election observation and parallel vote tabulation, social media campaigns to engage youth including through our Young African Leaders Initiative (YALI), “get out the vote” campaigns, voter education, and Nigerian efforts to counter disinformation.</li>
</ol>
<p>To advance our strategy, we have sustained high-level diplomatic engagement from Washington as well as robust and regular engagement by our Ambassador, Consul General, USAID Mission Director, and other officials based in Abuja and Lagos. Earlier this year, President Trump welcomed President Buhari to the White House and conveyed our expectations for a credible election. Two Secretaries of State, USAID Administrator Green, Deputy Secretary of State Sullivan, and many others have either traveled to Nigeria or met with senior Nigerian officials in the United States to underscore our commitment to free, fair, transparent, and peaceful Nigerian elections in the last twelve months.</p>
<p>The State Department also hosted the Nigerian Independent National Electoral Commission (INEC) Chairman in late October to observe U.S. preparation for mid-term elections and discuss challenges surrounding Nigeria’s elections. During this visit, INEC Chairman Yakubu observed early voting in Maryland, and met with Congressional staff, U.S. electoral civil society and legal experts, and U.S. government officials. The Chairman also met with USAID Administrator Green and Under Secretary for Political Affairs Hale.</p>
<p>I recently returned from Nigeria as part of my first trip to the continent. It was great to be back in Nigeria where I served as Charge d ’Affairs in 2016 and Deputy Chief of Mission from 1993-1995, and convey our expectations and concerns for the elections in person. I met with leadership from the two main political parties, INEC Chairman Yakubu, and civil society organizations, delivering public messages on the elections in a speech and in press engagements and private messages with key stakeholders.</p>
<p>That is just a summary of our Washington-focused diplomatic engagement on these elections. Our Ambassador and the Mission in Nigeria are working to advance our goals every day. My colleague from USAID will tell you more about the USAID programs in support of our three objectives. And, I can assure you that the U.S. government will remain intensely focused on the Nigerian elections in the coming months.</p>
<p><strong>Expectations and Concerns </strong></p>
<p>I know many of you are watching the election closely. We share many of the areas of concern that you have voiced. We are monitoring and messaging – both publicly and privately – to mitigate a few key areas of risk that could jeopardize a free and fair process. For example:</p>
<ul>
<li>potential attacks on the legitimacy of INEC and the electoral process for political gain;</li>
<li>intimidation and partisanship by security forces;</li>
<li>heightened insecurity, terrorist attacks on elections institutions, or violence towards voters, observers, or electoral officials;</li>
<li>an inability of large numbers of internally displaced persons or persons with disabilities to vote;</li>
<li>voter suppression, the use of armed gangs for voter intimidation, and other drivers of electoral violence, including a lack of official condemnation of hate speech and disinformation;</li>
<li>wide-spread vote buying that challenges the integrity of the electoral process.</li>
</ul>
<p>On November 18, the start of official campaigning, our Mission in Abuja released a statement with 25 like-minded missions to express our desire to see free, fair, transparent, and peaceful elections, specifically naming many of these concerns. I can assure you we will be watching closely for instigators of violence or those attempting to undermine the democratic process.</p>
<p>Many of you have expressed particular concern about violence around these elections. I can tell you from my impressions during my travels and my previous service in Nigeria that I fear there will be some violence around these elections, as has been the case with previous elections. I do not anticipate large-scale nation-wide conflict, but rather localized violence. We are already seeing increased tensions and polarization as the election approaches. We assess that politicians are turning to narratives of identity politics in an attempt to improve their popularity, with potentially serious consequences for national unity. However, Nigeria’s political system and society have weathered such tensions before.</p>
<p>But, let me underscore that the U.S. government takes the risk of any loss of human life extremely seriously. As I just mentioned, preventing electoral violence is one of our three main objectives for our diplomacy and programs. When I was in Nigeria, I asked officials from both major parties to sign pledges that their candidates would conduct peaceful campaigns, and both major candidates have now signed a peace pledge. In assessing potential “hot spots” for violence, we look at places that are historically volatile around elections such as Rivers and Borno states. We look at states that are currently tense, especially if state-level politics are contentious like those in Benue, Plateau, as well as those in high-stakes locations with large populations such as Kano. We regularly engage with civil society organizations working in these “hotspots” and support their peacebuilding efforts. USAID programs and our public diplomacy campaigns also support peace campaigns across the country, such as #VoteNotFight. Through our YALI Network Nigeria campaign, Nigerians have made over 10,000 pledges to boost voter participation, reject violence, and vote with integrity.</p>
<p><strong>Conclusion</strong></p>
<p>As I said in a speech in Nigeria, only the Nigerian people can determine lasting solutions and a path forward toward peace and stability. 2019 will be a significant year for Nigerian democracy – it has been 20 years since the country returned to democratic rule and this election’s youngest voters have never known a Nigeria without democracy. The upcoming elections provide Nigerians an opportunity to shape their country and solidify its place as a democratic leader in Africa.</p>

										<content:encoded><![CDATA[<p><em><strong>THE United States, on Friday handed over the newly constructed Lemi Health Center to the Amhara Regional Health Bureau at a special inauguration ceremony.</strong></em></p>
<p>The new health center was constructed through the United States Agency for International Development’s (USAID) Health Infrastructure Program, which is funded at a cost of $1.5 million through the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR). As a result, more than 25,000 people in Lemi and surrounding areas will have better access to essential health services, including immunizations for children, safe childbirth delivery, HIV care and treatment services, among others.</p>

<p>Speaking at the event, USAID Mission Director, Leslie Reed said, “here in this community and in many parts of the country, extremely long walks to get to healthcare facilities had been the norm for generations. This is why I am so grateful to be here on behalf of USAID as we inaugurate the new Lemi health center. ”</p>
<p>Over the past decade, USAID has built 22 health centers in Ethiopia, 10 pharmaceutical storage warehouses, and has renovated an additional 10 existing health facilities under the PEPFAR initiative. Also, USAID&#8217;s support to build the National Blood Bank began in 2016 and is expected to be completed and handed over to the Ministry of Health in the coming months.</p>

										<content:encoded><![CDATA[<p>U.S. Agency for International Development (USAID) Administrator, Mark Green on Thursday met with Nigeria&#8217;s Minister of Foreign Affairs, Mr Geoffrey Onyeama.</p>
<p>Administrator Green underscored the importance of the relationship between the United States and Nigeria, and the two shared a desire for ongoing coordination in achieving our mutual goals.</p>

<p>Green, also highlighted ways to enhance strategic partnerships with the private sector, promote economic growth and reform, combat threats to peace and security, and build on Nigeria&#8217;s role as a democratic leader in the region.</p>
<p>In addition, administrator Green and Onyeama agreed that Nigeria&#8217;s economic growth, security, and leadership in Africa will advance our countries&#8217; mutual prosperity.</p>

										<content:encoded><![CDATA[<p><em><strong><span style="color: #000000;">Ahead of the international conference on cassava, the Global Cassava Partnership for the 21</span><sup style="color: #000000;">st</sup><span style="color: #000000;"> Century (GCP21) has called on policy makers, donors and the international community to support all efforts that will bring about cassava transformation in Africa.</span></strong></em></p>
<p><span lang="EN-US"><span style="color: #000000;">The call is coming at a time when cassava is becoming central to food security of over 600 million people in the developing world, and has become the fourth most important crop after maize, wheat and rice.</span></span></p>
<p><span lang="EN-US"><span style="color: #000000;">Presenting the upcoming conference on cassava to donors and the international community in Cotonou on Thursday, Dr Claude Fauquet, Director of GCP21 said, “despite the key role cassava is playing in Africa’s food security, its productivity had remained low (about 9 tons per hectare), keeping the growers in the trap of poverty. When compared to Asia, cassava productivity in that continent is more than 21 tons per ha—a situation that gives Asia competitive advantage in global cassava trade. Addressing the yield gap demands more funding for cassava research and development (R&amp;D) from all stakeholders, if truly the world wants to help farmers towards ending hunger and poverty in Africa&#8221;.</span></span></p>
<p><span lang="EN-US"><span style="color: #000000;">Dr Fauquet noted that the 11-15 June, 2018 conference to be held in Cotonou with the theme: <b><i>Cassava Transformation in Africa,</i></b> is one of the ways the GCP21 is contributing towards the transformation of the root crop.</span></span></p>
<p><span lang="EN-US"><span style="color: #000000;">He called for participation of all stakeholders, emphasising that the conference would provide a unique opportunity for donors, investors, and policy makers to see and access the latest innovations and discoveries in the cassava sector.</span></span></p>
<p><span lang="EN-US"><span style="color: #000000;">The French Ambassador to the Republic of Benin, Veronique Brumeaux, who hosted the press conference said the conference was timely and would go a long way to address the constraints of cassava production while at the same time proffering opportunities for investors and farmers alike to harness new innovations from the research community.</span></span></p>
<p><span lang="EN-US"><span style="color: #000000;">The ambassador’s position was echoed by the Minister of Agriculture, Livestock and Fisheries, Republic of Benin,  Dossouhoui Cossi Gaston, while underscoring the importance of cassava to Benin and Africa in general. He said the importance of cassava would continue to increase as its consumption per capita was high and the root crop is resilient to climate change.</span></span></p>
<p><span lang="EN-US"><span style="color: #000000;">The Minister of Higher Education, Mme Attanasso Marie-Odile said the Republic of Benin is proud to host the conference. She noted that cassava’s development and transformation would offer opportunities for youth engagement which the country and other African countries could tap.</span></span></p>
<p><span lang="EN-US"><span style="color: #000000;">Invited participants to the press conference included representatives of the embassies of France, United Kingdom, Belgium, Switzerland, Brazil, Holland, Germany, Japan, Canada, United States, and European Union. Others were representatives of development agencies: AfDB, USAID, JICA, GIZ, AFD, EU, UNDP, and FAO.</span></span></p>
<p><span lang="EN-US"><span style="color: #000000;">This year’s conference is being organised by GCP21, in collaboration with the International Center for Tropical Agriculture, CIAT,  International Institute of Tropical Agriculture, IITA<b>, </b></span></span><span lang="EN-US"><a href="http://www.inrab.org/" target="_blank" rel="nofollow noopener"><strong>National Institute of Agricultural Research of Benin, INRAB</strong></a></span><span lang="EN-US">, Faculte des Sciences Agronomique – Universite Abomey-Calavi, FAS-AUC.  Other supporting institutions are: </span><span lang="EN-US"><span style="color: #000000;">T</span>he Economic Community of West African States (ECOWAS), the African Development Bank (AfDB);</span><span lang="EN-US"> </span><em><span lang="EN-US"><span style="color: #000000;">Forum for Agricultural Research in Africa (FARA), the </span></span></em><span lang="EN-US">West and Central African Council for Agricultural Research (WECARD),</span><span lang="EN-US"> Bill &amp; Melinda Gates Foundation (BMGF), CGIAR Research Program on Roots, Tubers and Bananas (RTB), International Center for Agricultural Development (CIRAD), and the Institute for Research &amp; Development (IRD).</span></p>

The four activities with a total value of approximately $181 million (USD) will support the Ministry of Health’s overall efforts to end maternal and child deaths. The Korea International Cooperation Agency (KOICA) is also providing support for these activities.</p>
<p>H.E. Professor Yifru Berhan, Minister of Health, Ms Leslie Reed, USAID’s Mission Director and Ms. Ji-eun Seongare, KOICA’s Deputy Country Representative and Health Program Lead are scheduled to speak at the event.</p>
