<p class="p2"><span class="s2">The National Assembly has passed the 2023 appropriation bill at N21.83 trillion.</span></p>
<p class="p2"><span class="s1">This revealed an increase of N1.32 trillion from the N20.51 trillion budget proposal of President Muhammadu Buhari.</span></p>
<p class="p2"><span class="s1">Its breakdown indicates an allocation of N967.5 billion for statutory transfers, N6.6 trillion for debt servicing, N8.3 trillion for recurrent expenditure, and N5.9 trillion for capital expenditure.</span></p>
<p class="p2"><span class="s1">Although, the Senate had earlier passed the 2022 supplementary budget of N819.5 billion.</span></p>
<p class="p2"><span class="s1">According to the upper chamber, the amendment of the 2022 Appropriation Act is to ensure the implementation of the key capital project in the Act which has not been funded at this time.</span></p>
<p class="p2"><span class="s1">The upper chamber said it is expedient that the capital projects be extended to prevent the problem of abandoning projects in the budget.</span></p>
<p class="p2"><span class="s1">The supplementary budget is to address food security following devastating floods across the country as well as damages to road infrastructure and the water sector.</span></p>
<p class="p2"><span class="s1">A breakdown of the supplementary budget in the report by the Committee of Finance shows that the Ministry of Agriculture is to get N69 billion, the Ministry of Water Resources – N15.5 billion, FCT – N30 billion, the Ministry of Works and Housing – N704 billion.</span></p>

										<content:encoded><![CDATA[<p><strong><span style="color: #ff9900; font-size: 36pt;">W</span></strong><em><strong>ith three cardinal programs of PMB’s campaigned promises, i. e Insecurity, Corruption and Economy, Nigerians expected effective and rebut fighting of Insecurity, Corruption and improved Economy in the country.  It will be recalled that following the intense presidential campaign and the victory in the March 28 presidential poll in 2015 election.   Let me start with corruption war. For long PMB had been pontificating about his desired to fight   Corruption made Nigerians believed that he is capable to beat the previous administrations ‘efforts in anti-corruption war in the country and improved security and economy of the country.  </strong></em></p>
<p>To the extent that even the war waged by the administration against corruption proved to be toughest and it’s fighting back each passing day because there are several alleged corruptions within the administration.</p>
<p>The most disturbing point of war against  corruption is becoming a subject of public scorn. There are several examples I can cite as proof of evidence but I will limit myself to a few. Nigerians may recalled less than two years  of  PMB’s administration , face  its first litmus test in fighting corruption when a court fined MTN to pay billions of dollars to the government.</p>
<p>The most   shocking of the administration error was the given approval <strong>of $25 billion c</strong>ontract awarded by NNPC without  the input of the acting president at the time of the said approval PMB was lying in a sick bed in faraway London. This cast’s serious doubt in the mind of Nigerians.</p>
<p>In spite of highly celebrated profiled corrupt cases like ex petroleum minister, Diezeini Allison, Defencegate and PDP campaign funds, five years into the administration, there were no convictions of the alleged looters in this highly profiled corruption cases. The most worrying development is that the anti-graft war, which used to be his major feat, is now all over the place. Magu, the anti-graft Czar, has himself been accused of various infractions — some of them contained in reports submitted to PMB.</p>
<p>Did PMB heard  Prof  Pondei, NDDC acting MD, when he told a senate panel that he spent N1.5 billion as COVID-19 relief on the staff? Did you heard him brazenly told the committee that “<strong><em>we took care of ourselves”</em></strong>, he is still in office. That any of your appointees could make such a reckless statement on record shows how low they rate your anti-graft war.</p>
<p>There is  extraordinary chaos   going on between  President’s   power-drunk ministers and chief executive officers of the  respective departments and agencies under their watch.</p>
<p>Did PMB knows that as a result of these infighting among the administration&#8217;s appointees are becoming a subject of public ridicule.  Minister of labour who suspended the management of  NSITF  said he had PMB’s  approval. Former MD of the Niger Delta Development Commission vs. Minster of Niger Delta, Dr Isa Ali Pantami Vs Mrs. Abike Dabiri-Erewa, NCC Executive Vice Chairman, Minister of Power Vs MD of the Nigerian Bulk Electricity Trading Company, Minster of power Vs MD of the Rural Electrification Agency (REA)</p>
<p>Another episode of indiscipline was when police officers were deployed to the house of Mrs Joi Nunieh, former MD of the Niger Delta Development Commission (NDDC), to intimidate her on a day she was supposed to testify about the massive corruption in the agency. Latest episode of indiscipline was when the minister of labour, Dr Chris Ngige Vs James Falaki on the screen of a national TV when he  called him Mushin boy and that he is VI Guy.</p>
<p>It is seem the government is indisposed to instill discipline within the ranks of the administration.  Many Nigerians are asking whether President Buhari is the man of dependability Nigerians saw in him some years back.  This is not the same person Nigerians  ostensible  brought into office in 2015, <strong>Buhari’s fear factor has  gone which  the corrupt people and other  had on him disappeared,  the fright  notion of If Buhari catches you, one would bear the consequence also gone and  no longer scares anybody, as we all can see even  there is   apparent lack of coordination and infighting among different agencies of government as well as key functionaries serving in the administration came to the front in the wake of the confirmation of the suspended EFCC chairman DSS, wrote to the senate to counter your choice.  </strong></p>
<p>If indeed those allegations are true, it should be a major indictment on Mr President, that right under his nose, all these things were happening and you did not act swiftly but the way the whole thing has been handled is damaging to the anti-graft war, and infighting  among the appointees are  hurtful to the administration integrity.   Nigerians never expected negative things to happen under PMB’s stewardship and voters never thought he would head a government bedeviled with boggling financial recklessness of public funds, chaos, in fighting among the administration appointees and endless things which are discrediting his administration&#8217;s  goodwill and the nation at large.</p>

										<content:encoded><![CDATA[<p>T<strong><em>he police have blocked the inbound and outbound sections of the Lagos-Ibadan express way as part of plans to effectively lock down the Lagos metropolis.<br />

<p>President Muhammadu Buhari, in line with local and global best practices for curbing the spread of COVID-19 had earlier gave this directive .</p>
<p>The President,  in his nationwide broadcast on Sunday, ordered that a total lock down be observed in two states and the Federal Capital Territory (FCT), in a bid to combat the virus.</p>

<p>The President directed the cessation of all movements in Lagos and the FCT for an initial period of 14 days with effect from 11pm on Monday, 30th March 2020.</p>
<p>Based on the advice of the Federal Ministry of Health and the NCDC, the President also extended the restriction to Ogun State due to its close proximity to Lagos and the high traffic between the two States.</p>

<p>In line with the President’s order, security operatives have taken to the streets to ensure that the curfew is obeyed.</p>
<p>It is expected that the containment period would be used to identify, trace and isolate all individuals that have come into contact with confirmed cases.</p>

										<content:encoded><![CDATA[<p><em><strong>The presidential candidate of the Peoples Democratic Party (PDP) in the 2019 general elections, Atiku Abubakar, and his party, PDP have formally filed their appeal against the judgement of the presidential election petitions tribunal at the Supreme Court.</strong></em></p>
<p>Atiku and his party filed the appeal on five grounds.</p>
<p>They alleged that the panel of the presidential election tribunal erred in law “when they relied on “overall interest of justice” to hold that the 2nd Respondent’s Exhibits R1 to R26, P85, and P86 were properly admitted in evidence.”</p>
<p>They also alleged amongst other reasons that the tribunal erred in law “when they held thus: “My firm view is that Section 76 of the Electoral Act is clearly inapplicable to the issues under consideration. The form referred to are the form to be used in the conduct of the election as FORM CF001 had been taken care of in Section 31 of the Electoral Act and the said FORM CF001 is tied to the steps laid down in the said Section 31 of the Electoral Act.</p>
<p>&#8220;More importantly, the law is firmly settled that a candidate is not required by the Constitution or the Electoral Act to attach his certificates to FORM CF001 before the candidate can be considered or adjudged to have the requisite educational qualifications to contest the election.”</p>
<p>Similarly, they alleged that the tribunal erred in law when they held thus: “There was/is no pleadings in the Petition to the effect that 2nd Respondents failure to attach his certificates to Form CF001 amounts to lack of educational qualification to contest the election.</p>
<p>“In other words the issue of failure to attach certificates which have been flogged throughout the length and breadth of the Petitioners Address (es) in Reply to 1st, 2nd and 3rd Respondents final written address is not the case of the Petitioner in the pleadings. No issue was joined on nonproduction of certificates or failure to attach them as an infraction of section 131, 137 and 138 of the Constitution of Federal Republic of Nigeria, 1999 as amended.</p>
<p>&#8220;All submission about the failure to produce certificates or attach same to CF001 is hereby discountenanced. Even if it can be said that the submissions made are in tandem with the Petitioners Pleadings on issues 1 and 2 the fact remains that none of the facts pleaded were proved or established as required by law.”</p>
<p>According to the petitioners, they pleaded and proved the allegation that the president gave false information of a fundamental nature to INEC in aid of his qualification.</p>
<p>They further added that they also pleaded that the Nigerian Military denied that it held or was in possession of the President’s certificates. And that the failure of the president to produce his Certificates or attach same to Form CF001 in the face of unequivocal denial by the Army that his Certificates were not with them went to the root of the allegation against him that he gave false information of a fundamental nature to INEC in aid of his qualification.</p>
<p>Atiku and PDP  are therefore asking the Supreme Court to set aside the judgment of the tribunal and grant the prayers sought by them.</p>

										<content:encoded><![CDATA[<p><em><strong>Last night the Independent National Electoral Commission of Nigeria declared President Buhari the winner of the 2019 Presidential elections.</strong></em></p>
<p>Minister of State for Africa, Harriett Baldwin, said:</p>
<p>I offer my congratulations to President Buhari on securing a second term as the Nigerian President. The UK is a long-standing friend and partner of Nigeria and the Nigerian people, and a stable and prosperous Nigeria benefits Africa and the world.</p>
<p>The Nigerian people have demonstrated resilience and a commitment to democracy. The result declared by the Nigerian election commission is consistent with the result obtained through the civil society Parallel Vote Tabulation process. Along with our international partners, the UK believes the Nigerian people can have confidence in the result.</p>
<p>However, we also recognise that independent Nigerian voices have expressed concerns about the conduct of the electoral process, in particular logistics and results collation, and reports of intimidation of election officials. We urge any party or individual who wishes to challenge the process to do so peacefully and through the appropriate legal channel and we encourage Nigerian authorities to examine all allegations of wrongdoing carefully, and take the necessary action against individuals found responsible.</p>
<p>My thoughts are also with the families and friends of those who lost their lives in election-related violence. No one should die in the exercise of their democratic rights. We will continue to support Nigeria and its civil society in drawing lessons from these elections and strengthening its democracy.</p>
