										<content:encoded><![CDATA[<p><em><strong>All six States in the South West Zone have completed the ‘2nd Outbreak Response’ (OBR2) to the circulating Vaccine</strong></em></p>
<p>Derived Polio Virus (cVDPV2) with varying degrees of success. The exercise, implemented on 15 – 24 June, was in response to confirmed reports by the Lagos State Government of environmental strains of Polio Virus in Makoko, Itire and Maracana canals, as well as in Imeko Afon LGA of Ogun State.</p>
<p>Initial large-scale zonal supplementary immunization activities were coordinated across all States (Lagos, Ogun, Osun, Oyo, Ondo and Ekiti), during the OBR1 conducted on 18 -21 May, 2019. Polio eradication teams on the ground covered 89,841 settlements. The teams maximized the impact of available resources and ensured that oral polio vaccine be administered to 9,927,112 under-five year old children in all the States.</p>
<p><strong>Early planning to prevent spread across borders</strong></p>
<p>In Ogun state, which shares an international border with Republic of Benin, a series of planning sessions with representatives from Republic of Benin involving, traditional leaders, religious leaders, Port Health service, Nigeria Immigration Service, Customs, Military and the police ensured every eligible child was reached. During one of the meetings, a counterpart from the Republic of Benin, Dr Bonny Potoku, who is the Secretary General to the inter-border forum in Ipokia (Nigeria) and Igolo (Republic of Benin) border commented, “The time is ripe for the reactivation of our own port health services seeing the amount of resources and commitment from the Nigerian side”. His position was echoed by former Ogun Commissioner for Health, Dr Babatunde Ipaye who said, “Deliberate efforts were being made to target border communities, who are more susceptible to outbreaks due to the migration of people”.</p>
<p>In Nigeria and the Lake Chad sub region, a cVDPV2 outbreak originating in Jigawa state, Nigeria has spread to eleven other states and internationally to Niger Republic and Cameroon.</p>
<p>Initial success build on lessons learnt Speaking on the outcome of the response in Ekiti state, an elated Permanent Secretary from the state Primary Health Care Board Mrs. Bisi Arogundade, said about the exercise; “OBR-2 has been highly successful and impactful. It built on the lessons learnt during the first round.</p>
<p>Government, traditional rulers, partners and other stakeholders have been supportive. I therefore was not surprised at the outcome of the exercise and sure the state will work towards sustaining the achievement”.</p>
<p>In Ondo State, Dr Francis Adegoke Akanbiemu, Executive Secretary, State Primary Health Care Development Agency, expressed the administration’s appreciation on the quality of the coverage. In a letter of appreciation sent to the WHO State Coordinator, he indicated that, “On behalf of the Executive Governor, I appreciate and thank the World Health Organization for the immense support, both in logistics and technical support during the just concluded second round of outbreak response exercise in the state. Without the support, the exercise would have been of less success”.</p>
<p>Support for Polio eradication in Nigeria through WHO, is made possible by funding from the Bill &amp; Melinda Gates Foundation, Department for International Development (DFID – UK), European Union, Gavi, the Vaccine Alliance, Government of Germany through KfW Bank, Global Affairs Canada, United States Agency for International Development (USAID), Community Chest Korea, KOFIH (Korea), Rotary International and the World Bank.</p>

										<content:encoded><![CDATA[<p>On the sidelines of the World Bank-IMF Spring meetings, Canada announced a $1.1 billion commitment in temporary callable capital to support the African Development Bank.</p>
<p>Canada’s announcement, to be approved by the Bank’s governors, was made by Maryam Monsef, the Canadian Minister of International Development and for Women and Gender Equality.</p>
<p>“I am happy to say that today, Canada is demonstrating its commitment to African countries and our confidence in the African Development Bank by announcing that we are going to subscribe up to US$ 1.1 billion in temporary callable capital, if required.” Minister Monsef toldmembers of the Diplomatic Corps based in Washington D.C., governors of the African Development Bank, executive directors, including executive director David Stevenson, who represents Canada, China, Korea, Turkey and Kuwait. The Bank’s senior management team was also in attendance.</p>
<p>The announcement comes a day after a meeting of the Bank’s governors in Washington D.C. to continue discussions on a 7th General Capital Increase.</p>
<p>“The African Development Bank is a key partner for Canada and we are committed to supporting the Bank’s African member countries. Canada and Canadians are proud of our long history of partnership and collaboration with Africa,” Monsef noted, before reminding the 100 attendees that Canada was determined to ensure that “no less than 50% of bilateral development assistance is dedicated to sub-Saharan Africa by 2021-2022.”</p>
<p>Commenting on the announcement, the Bank’s President, Dr Akinwumi A. Adesina said “Canada’s commitment and support is a huge boost to the African Development Bank. It will allow the Bank to strengthen its Triple A rating and increase lending to member countries while discussions are ongoing among all shareholders for a general capital Increase.”</p>
<p>“Your announcement is a clear indication that Canada has strong confidence in the African Development Bank,” Adesina added, while extending the Bank’s appreciation to Prime Minister Justin Trudeau for Canada’s unwavering support.</p>
<p>Minister Monsef urged other AAA-rated member countries to join Canada in providing temporary callable capital to the Bank. “I sincerely hope that this announcement will facilitate the general capital Increase negotiations and help support your efforts. Canada stands with you.”</p>
<p>In a follow-up bilateral meeting, Minister Monsef and President Adesina discussed values and interests in common on gender and increasing access to finance for women, as well as on climate and renewable energy issues.</p>
<p>Canadahas been a member of the African Development Bank since January 1983 and has participated in all general capital increases of the Bank. It provided temporary callable capital in 2010 while the GCI VI negotiations were ongoing.  That decision enabled the Bank to continue to provide its support to regional member countries in the aftermath of the international financial crisis.</p>
<p>As at 30 June 2018, Canada’s total capital subscribed amounted to $3.5 billion of which $252 million has been paid in and $3.22 billion stands as callable capital, making Canadathe 4th largest shareholder among the Bank’s non-regional member countries.</p>

										<content:encoded><![CDATA[<p><em><strong>THE Government of Korea and the African Development Bank, AfDB  have issued a Joint Declaration following the conclusion of the Ministerial Roundtable of the Korea-Africa Economic Cooperation (KOAFEC) Conference taking place during the African Development Bank’s 53<sup>rd</sup> Annual Meetings in which Korea announced a $5-billion bilateral financial assistance package for Africa.</strong></em></p>
<p>The Ministerial Roundtable is the signature event of the biennial KOAFEC Conference, gathering a peer group of African Ministers of Finance who also serve as the African Development Bank Board of Governors to discuss topical issues and a pan-African approach to engagement with Korea. Taking place under the theme “Africa and the 4th Industrial Revolution: Opportunities for leapfrogging?”, the Ministerial Conference highlighted the need for long-term planning for industrial development and execution of projects, as well as a focus on value addition in sectors where Africa has comparative advantage for example in agriculture and natural resources. There was also a need to further leverage technology such as the mobile phone for more inclusive growth, in favour of the youth.</p>
<p>The $5-billion financial assistance package will be delivered over two years through partnerships with various development agencies, including but not limited to the African Development Bank Group. The package leverages resources from various Korean bilateral agencies and platforms, including the Knowledge Sharing Program, the Economic Development Cooperation Fund, Korea Import-Export Bank, among others. Specifically, African Development Bank President Akinwumi Adesina and the Deputy Prime Minister of Korea, Dong Yeon Kim, signed three cooperation agreements for the implementation of certain components of the $5-billion package by the Bank Group. The first was the extension of the General Cooperation Agreement which allowed for the replenishment of the KOAFEC Trust Fund housed at the African Development Bank with US $18 million. The Trust Fund, now totaling $93 million will continue to provide critical capacity building grants and resources for project feasibility studies. An Action Plan of 20 KOAFEC projects were endorsed during the Conference for 2019-2020 destined for a diverse group of countries and sectors.</p>
<p>The Bank and the Republic of Korea also signed an agreement for the intent to provide up to $600 million towards the energy sector. The Bank and the Government of Korea also signed an MOU for the Korea-AfDB Tech Corps Program which will allow for the exchange of technical expertise and human resources, to address ongoing challenges of youth unemployment in both regions. On the occasion, President Adesina noted that “Africa needs to build, and we will build, wider partnerships for development. We want to build strong investment partnerships with Asia going forward.”</p>
<p>The next KOAFEC conference will be held in 2020.</p>

										<content:encoded><![CDATA[<p><em><strong>53rd Annual Meetings of the African Development Bank  opened in Busan, Korea, on Monday with a call on African Governments to create the right environment for the private sector to lead the continent’s industrial revolution. Participants also advocated for a balance between the role of the State and the private sector.</strong></em></p>
<p>Korea was presented as a good model for industrialization which African countries can learn from.</p>
<p>“Korea’s example is incredible. Korea was as poor as any African country in the 1960s with a low per capital income. Today, thanks to the determination of its people and its commitment to industrialization, Korea is the 11th biggest economy in the world, an example Africa should learn from,” said African Development Bank President, Akinwumi Adesina at a media breakfast.</p>
<p>Discussions around the media breakfast table focused on the theme of the 2018 Annual Meetings, <em>“Accelerating Africa’s Industrialization</em>,” and the need to tell the great stories of Africa – the story of a resurgent continent ready to take its rightful place in the industrial world.</p>
<p>“If you look at countries that have industrialized – China, South Korea, Singapore and many others – the role of the State was clear. One of the things that I think we need to take out of this conversation is that the State has a great role to play in Africa’s industrial revolution, particularly in terms of industrial policy, providing direction, support for infrastructure, and directing capital to particular industries,” he stressed. “Ethiopia is a very good example.”</p>
<p>Adesina explained that industrialization was selected as the theme of the 2018 Annual Meetings to further showcase what Africa can learn from a country like Korea.</p>
<p>“There is nowhere better than Korea to address this theme. Korea’s incredible success over the last 60 years provides a perfect model to the African Development Bank to redouble its efforts towards Africa’s economic development. Africa is a tremendously blessed continent, but it needs to industrialize, create lots of jobs, and be more competitive in the global market.”</p>
<p>For Africa to witness true agricultural transformation, technologies need to reach farmers to enhance productivity. This was the message of the Leadership4Agriculture Forum, held on Day 1 of the meetings.</p>
<p>“We cannot say we have leadership when we still have 65 percent of the land in Africa uncultivated. We must develop solutions to agriculture and ensure that the sector can grow to a US $1-trillion business,” Adesina said.</p>
<p>Participants in Monday’s Leadership4Agriculture session included Ministers and key partners involved in the development of agricultural industrialization of the continent. They emphasized the need to enhance the competitiveness of Africa’s agriculture sector and to develop industrial value chains required to power the growth of the sector to a world-class industry.</p>
<p>Mima Nedelcovych, President and Chief Executive, Initiative for Global Development, said the African agriculture sector required efforts to improve its competitiveness and called for reforms to ensure that low-interest rate lending is available to the agriculture sector.</p>
<p>“We have to take action as well as talk. Talk is important, but we also want to take people to task,” said Jennifer Blanke, the Bank’s Vice-President for Agriculture, Human and Social Development, on moving past discussing agricultural challenges to executing solutions for them.</p>
<p>How to leverage the continent’s youth to accelerate economic prosperity through industrialization was the focus of a session on “Bridging innovation and industry: African youth solving continental challenges.”</p>
<p>Badr Idrissi, a young Moroccan industrialist, co-founded ATLAN Space, a start-up that uses artificial intelligence and drone technology to solve some socio-economic problems. The innovation has helped Morocco to effectively fight illegal fishing.</p>
<p>“They say that artificial intelligence is not meant for Africa. We are here to prove that wrong,” Idrissi said.</p>
<p>Idrissi used his 12-year international work experience at Microsoft and Nokia to develop and provide tech solutions, which have created employment for several young Moroccans.</p>
<p>In Kenya, a young banker, Lorna Rutto, quit her job to co-found EcoPost, a social enterprise that has created thousands of sustainable jobs for people in marginalized communities, in addition to conserving the environment.</p>
<p>“I was inspired by what I thought was going wrong in my community. Trees were being cut down and plastic waste was all over the place,” Rutto told the session. “It was very scary for me to resign a good bank job, but I had to fulfil my ambition as an entrepreneur. That was when I developed the idea that waste was a resource and not a thing to throw away.”</p>
<p>EcoPost has so far transformed over 3 million kilograms of plastic waste into plastic lumber, saved over 500 acres of forest and helped mitigate climate change in Kenya.</p>
<p>Adesina commended the young entrepreneurs for converting challenges into opportunities and urged them to continue representing the industrialization of Africa.</p>
<p>“Young people are not just the future of Africa, they are the present,” said Adesina. “They represent entrepreneurship and energy. This must be nurtured, harnessed and scaled up to propel Africa’s industrial revolution and the Bank is here to harness that.”</p>
