										<content:encoded><![CDATA[<p><strong>Saudi border guards fired “like rain” on Ethiopian migrants trying to cross through Yemen into the Gulf kingdom, killing hundreds since last year, Human Rights Watch said in a report Monday.</strong></p>

<p>The allegations, described as “unfounded” by a Saudi government source, point to a significant escalation of abuses along the perilous “Eastern Route” from the Horn of Africa to Saudi Arabia, where hundreds of thousands of Ethiopians live and work.</p>
<p>“Saudi officials are killing hundreds of migrants and asylum seekers in this remote border area out of view of the rest of the world,” HRW researcher Nadia Hardman said in a statement.</p>
<p>“Spending billions buying up professional golf, football clubs, and major entertainment events to improve the Saudi image should not deflect attention from these horrendous crimes.”</p>
<p>A Saudi government source told AFP: “The allegations included in the Human Rights Watch report about Saudi border guards shooting Ethiopians while they were crossing the Saudi-Yemeni border are unfounded and not based on reliable sources.”</p>
<p>The New York-based group has documented abuses against Ethiopian migrants in Saudi Arabia and Yemen for nearly a decade, but the latest killings appear to be “widespread and systematic” and may amount to crimes against humanity, it said.</p>
<p>Last year, UN experts reported “concerning allegations” that “cross-border artillery shelling and small-arms fire by Saudi Arabia security forces killed approximately 430 migrants” in southern Saudi Arabia and northern Yemen during the first four months of 2022.</p>
<p>The HRW report said there was no response to letters it sent to the Saudi interior and defence ministries, the human rights commission and Huthi rebels who control northern Yemen.</p>
<p>In 2015, Saudi officials mobilised a military coalition in an effort to stop the advance of the Iran-backed Huthis, who had seized the Yemeni capital Sanaa from the internationally recognised government the previous year.</p>
<p>Yemen’s war has created what the United Nations describes as one of the world’s worst humanitarian situations.</p>
<p>But many of the abuses described by HRW would have occurred during a truce that took effect in April 2022 and has largely held despite officially expiring last October.</p>
<h2>Close-Range Shooting</h2>
<p>The HRW report draws from interviews with 38 Ethiopian migrants who tried to cross into Saudi Arabia from Yemen, as well as from satellite imagery and videos and photos posted to social media “or gathered from other sources”.</p>
<p>Interviewees described 28 “explosive weapons incidents” including attacks by mortar projectiles, the report said.</p>
<p>Some survivors described attacks at close range, with Saudi border guards asking Ethiopians “in which limb of their body they would prefer to be shot”, the report said.</p>
<p>“All interviewees described scenes of horror: women, men, and children strewn across the mountainous landscape severely injured, dismembered, or already dead,” it said.</p>
<p>One 20-year-old woman from Ethiopia’s Oromia region said Saudi border guards fired on a group of migrants they had just released from custody.</p>
<p>“They fired on us like rain. When I remember, I cry,” she said.</p>
<p>“I saw a guy calling for help, he lost both his legs. He was screaming; he was saying, ‘Are you leaving me here? Please don’t leave me’. We couldn’t help him because we were running for our lives.”</p>
<p>HRW called on Riyadh to “immediately and urgently revoke” any policy of using lethal force on migrants and asylum seekers and urged the UN to investigate the alleged killings.</p>

<p>Human Rights Watch (HRW), an international non-governmental organisation, on Thursday, urged the President-elect, Sen. Bola Tinubu to place human rights at the centre of both domestic and foreign policy considerations.</p>
<p>Tinubu’s inauguration is billed for Monday, following his victory in the February 25 presidential election, according to the results declared by the Independent National Electoral Commission (INEC) on March 1.</p>
<p>HRW, In a statement published on its website, noted that the election was “blighted by logistical failures and violence at the polls”, despite repeated calls to authorities to pursue accountability for past elections-related abuses and address widespread insecurity.</p>
<p>“Barring a potential opposition victory in petitions to overturn election results, President-elect Tinubu, who is scheduled to be sworn in on May 29, is due to inherit a set of complex national crises including worsening banditry in the Northwest, separatist agitation in the Southeast, and the ongoing Boko Haram insurgency in the Northeast.</p>
<p>“At this pivotal moment for Africa’s most populous democracy, President-elect Tinubu should place human rights at the center of both domestic and foreign policy considerations”, the group said.</p>
<p>The NGO further advised Tinubu to take aim at critical levels of insecurity, ensure protection for civilians and accountability for rights abuses, protect Nigerians’ rights to freedom of expression, and prioritise efforts toward the realisation of an adequate standard of living for all.</p>
<p>Also, the President-elect was reminded that Nigeria has a pivotal role to play, particularly in the West Africa region, by supporting constitutional democracies and standing up for fundamental rights and democratic freedoms.</p>
<p>HRW asked the former governor of Lagos state to promote the independence and respect for the rulings of African human rights institutions and regional courts, including the African Commission on Human and Peoples’ Rights, the African Court on Human and Peoples’ Rights, and the Economic Community of West African States (ECOWAS) Court of Justice.</p>

<p>The journalists had informed authorities of their plan to travel to the area to report on an outbreak in fighting between Burundian security forces and a group of assailants. But a police chief of operations arrested them while they were doing their jobs, <a href="http://HRW.pr-optout.com/Tracking.aspx?Data=HHL%3d8%2f71A8-%3eLCE593719%26SDG%3c90%3a.&amp;RE=MC&amp;RI=4368207&amp;Preview=False&amp;DistributionActionID=199304&amp;Action=Follow+Link" target="_blank" rel="nofollow noopener noreferrer"><em>Iwacu</em> said in a statement</a> on its website.</p>
<p>“Journalists play a vital role shedding light on incidents of public interest and should not be prosecuted for legitimate work,” said <a href="http://HRW.pr-optout.com/Tracking.aspx?Data=HHL%3d8%2f71A8-%3eLCE593719%26SDG%3c90%3a.&amp;RE=MC&amp;RI=4368207&amp;Preview=False&amp;DistributionActionID=199303&amp;Action=Follow+Link" target="_blank" rel="nofollow noopener noreferrer">Lewis Mudge</a>, Central Africa director at Human Rights Watch. “The authorities should reverse the current crackdown on media freedom and, as a first step, immediately release the journalists and their driver who are being detained for doing their jobs.”</p>
<p>As the 2020 elections approach next year, it is a source of great concern that the government continues to suppress the media and prevent journalists from doing their work, Human Rights Watch said.</p>
<p>Since the morning of October 22, social media <a href="http://HRW.pr-optout.com/Tracking.aspx?Data=HHL%3d8%2f71A8-%3eLCE593719%26SDG%3c90%3a.&amp;RE=MC&amp;RI=4368207&amp;Preview=False&amp;DistributionActionID=199302&amp;Action=Follow+Link" target="_blank" rel="nofollow noopener noreferrer">accounts</a> and <a href="http://HRW.pr-optout.com/Tracking.aspx?Data=HHL%3d8%2f71A8-%3eLCE593719%26SDG%3c90%3a.&amp;RE=MC&amp;RI=4368207&amp;Preview=False&amp;DistributionActionID=199301&amp;Action=Follow+Link" target="_blank" rel="nofollow noopener noreferrer">exiled media organizations</a> have shared reports of fighting near Kibira natural reserve, in Bubanza province, where the journalists were headed. The rebel group RED-Tabara (Mouvement de la Résistance pour un État de Droit au Burundi; Resistance Movement for the Rule of Law in Burundi), which was <a href="http://HRW.pr-optout.com/Tracking.aspx?Data=HHL%3d8%2f71A8-%3eLCE593719%26SDG%3c90%3a.&amp;RE=MC&amp;RI=4368207&amp;Preview=False&amp;DistributionActionID=199300&amp;Action=Follow+Link" target="_blank" rel="nofollow noopener noreferrer">created in 2016</a> and operates in neighboring Democratic Republic of Congo, <a href="http://HRW.pr-optout.com/Tracking.aspx?Data=HHL%3d8%2f71A8-%3eLCE593719%26SDG%3c90%3a.&amp;RE=MC&amp;RI=4368207&amp;Preview=False&amp;DistributionActionID=199299&amp;Action=Follow+Link" target="_blank" rel="nofollow noopener noreferrer">claimed responsibility on Twitter for the attack</a>.</p>
<p>According to an <a href="http://HRW.pr-optout.com/Tracking.aspx?Data=HHL%3d8%2f71A8-%3eLCE593719%26SDG%3c90%3a.&amp;RE=MC&amp;RI=4368207&amp;Preview=False&amp;DistributionActionID=199298&amp;Action=Follow+Link" target="_blank" rel="nofollow noopener noreferrer">SOS Médias Burundi report</a>, the administration and security forces confirmed that 20 people were kidnapped – and later released – and that a policeman was killed. The Public Security Ministry said in a <a href="http://HRW.pr-optout.com/Tracking.aspx?Data=HHL%3d8%2f71A8-%3eLCE593719%26SDG%3c90%3a.&amp;RE=MC&amp;RI=4368207&amp;Preview=False&amp;DistributionActionID=199297&amp;Action=Follow+Link" target="_blank" rel="nofollow noopener noreferrer">tweet</a> that 14 “criminals” were killed.</p>
<p>The four journalists – Christine Kamikazi, Agnès Ndirubusa, Egide Harerimana, and Térence Mpozenzi – and their driver, Adolphe Masabarakiza, were arrested in Musigati around midday and are being held in the Bubanza police station. On October 23, they were <a href="http://HRW.pr-optout.com/Tracking.aspx?Data=HHL%3d8%2f71A8-%3eLCE593719%26SDG%3c90%3a.&amp;RE=MC&amp;RI=4368207&amp;Preview=False&amp;DistributionActionID=199296&amp;Action=Follow+Link" target="_blank" rel="nofollow noopener noreferrer">questioned</a> by a judicial police officer at the police station in the presence of their lawyer. According to <a href="http://HRW.pr-optout.com/Tracking.aspx?Data=HHL%3d8%2f71A8-%3eLCE593719%26SDG%3c90%3a.&amp;RE=MC&amp;RI=4368207&amp;Preview=False&amp;DistributionActionID=199295&amp;Action=Follow+Link" target="_blank" rel="nofollow noopener noreferrer"><em>Iwacu</em></a>, they have not yet been charged.</p>
<p>The <a href="http://HRW.pr-optout.com/Tracking.aspx?Data=HHL%3d8%2f71A8-%3eLCE593719%26SDG%3c90%3a.&amp;RE=MC&amp;RI=4368207&amp;Preview=False&amp;DistributionActionID=199294&amp;Action=Follow+Link" target="_blank" rel="nofollow noopener noreferrer">National Independent Human Rights Commission</a>, the CNIDH, a pro-government body, <a href="http://HRW.pr-optout.com/Tracking.aspx?Data=HHL%3d8%2f71A8-%3eLCE593719%26SDG%3c90%3a.&amp;RE=MC&amp;RI=4368207&amp;Preview=False&amp;DistributionActionID=199293&amp;Action=Follow+Link" target="_blank" rel="nofollow noopener noreferrer">told <em>Iwacu</em></a> it was looking into the matter.</p>
<p>The government pressure on the news media has been growing. The National Communication Council (CNC) suspended the Voice of America (VOA) in May 2018 and renewed the suspension in March. It also withdrew the British Broadcasting Corporation’s (BBC) operating license in March, who <a href="http://HRW.pr-optout.com/Tracking.aspx?Data=HHL%3d8%2f71A8-%3eLCE593719%26SDG%3c90%3a.&amp;RE=MC&amp;RI=4368207&amp;Preview=False&amp;DistributionActionID=199292&amp;Action=Follow+Link" target="_blank" rel="nofollow noopener noreferrer">closed down</a> their office in Burundi in July. These draconian moves were among a series of government attempts to <a href="http://HRW.pr-optout.com/Tracking.aspx?Data=HHL%3d8%2f71A8-%3eLCE593719%26SDG%3c90%3a.&amp;RE=MC&amp;RI=4368207&amp;Preview=False&amp;DistributionActionID=199291&amp;Action=Follow+Link" target="_blank" rel="nofollow noopener noreferrer">prevent the world from knowing</a> about serious human rights abuses happening in Burundi.</p>
<p>The <a href="http://HRW.pr-optout.com/Tracking.aspx?Data=HHL%3d8%2f71A8-%3eLCE593719%26SDG%3c90%3a.&amp;RE=MC&amp;RI=4368207&amp;Preview=False&amp;DistributionActionID=199290&amp;Action=Follow+Link" target="_blank" rel="nofollow noopener noreferrer">suspensions</a> of both the BBC and the VOA began weeks before a controversial <a href="http://HRW.pr-optout.com/Tracking.aspx?Data=HHL%3d8%2f71A8-%3eLCE593719%26SDG%3c90%3a.&amp;RE=MC&amp;RI=4368207&amp;Preview=False&amp;DistributionActionID=199289&amp;Action=Follow+Link" target="_blank" rel="nofollow noopener noreferrer">constitutional referendum</a> in 2018, banning any journalist in Burundi from “providing information directly or indirectly that could be broadcast” by either the BBC or VOA.</p>
<p>Weeks earlier, the CNC had <a href="http://HRW.pr-optout.com/Tracking.aspx?Data=HHL%3d8%2f71A8-%3eLCE593719%26SDG%3c90%3a.&amp;RE=MC&amp;RI=4368207&amp;Preview=False&amp;DistributionActionID=199288&amp;Action=Follow+Link" target="_blank" rel="nofollow noopener noreferrer">suspended</a> <em>Iwacu’s</em> online comments section. At that time, <a href="http://HRW.pr-optout.com/Tracking.aspx?Data=HHL%3d8%2f71A8-%3eLCE593719%26SDG%3c90%3a.&amp;RE=MC&amp;RI=4368207&amp;Preview=False&amp;DistributionActionID=199287&amp;Action=Follow+Link" target="_blank" rel="nofollow noopener noreferrer">Human Rights Watch found</a> that Burundi’s security services and ruling party youth league members had killed, raped, abducted, beat, and intimidated suspected opponents in the months leading up to the referendum.</p>
<p>Scores of other Burundians have <a href="http://HRW.pr-optout.com/Tracking.aspx?Data=HHL%3d8%2f71A8-%3eLCE593719%26SDG%3c90%3a.&amp;RE=MC&amp;RI=4368207&amp;Preview=False&amp;DistributionActionID=199286&amp;Action=Follow+Link" target="_blank" rel="nofollow noopener noreferrer">disappeared </a> since a political crisis began in Burundi in April 2015 over President Pierre Nkurunziza’s decision to seek a third term. In many of these cases, the authorities make no efforts to identify people who have disappeared or to investigate when bodies resurface. The few independent journalists who remain put their lives on the line to <a href="http://HRW.pr-optout.com/Tracking.aspx?Data=HHL%3d8%2f71A8-%3eLCE593719%26SDG%3c90%3a.&amp;RE=MC&amp;RI=4368207&amp;Preview=False&amp;DistributionActionID=199285&amp;Action=Follow+Link" target="_blank" rel="nofollow noopener noreferrer">uncover the truth</a>, Human Rights Watch said.</p>
<p>Jean Bigirimana, a journalist with <em>Iwacu</em>, has been <a href="http://HRW.pr-optout.com/Tracking.aspx?Data=HHL%3d8%2f71A8-%3eLCE593719%26SDG%3c90%3a.&amp;RE=MC&amp;RI=4368207&amp;Preview=False&amp;DistributionActionID=199284&amp;Action=Follow+Link" target="_blank" rel="nofollow noopener noreferrer">missing</a> since July 2016. Unconfirmed <a href="http://HRW.pr-optout.com/Tracking.aspx?Data=HHL%3d8%2f71A8-%3eLCE593719%26SDG%3c90%3a.&amp;RE=MC&amp;RI=4368207&amp;Preview=False&amp;DistributionActionID=199283&amp;Action=Follow+Link" target="_blank" rel="nofollow noopener noreferrer">reports </a>indicated that intelligence service members arrested Bigirimana in Bugarama. Many other journalists are in exile.</p>
<p>“Journalists who have remained in Burundi are fighting hard to ensure that the world remains informed of situation on the ground,” Mudge said. “But by trying to cut off the supply of information at the source, the government is trying to operate without scrutiny or transparency.”</p>

<p><em><strong><span style="font-size: 24pt; color: #ff0000;">A</span> Nigerian court ruled on July 26, 2019 that activities of the Shia Islamic Movement in Nigeria (IMN) amount to “acts of terrorism and illegality” and ordered the government to ban the religious group, Human Rights Watch said today. Nigeria’s presidency then <a href="https://twitter.com/NGRPresident/status/1155535534615384071" target="_blank" rel="nofollow noopener noreferrer">announced the ban</a> on July 28.</strong></em></p>
<p>“The sweeping court ruling against the Shia movement threatens the basic human rights of all Nigerians,” said Anietie Ewang, Nigeria researcher at Human Rights Watch. “The government should seek to reverse the ban, which prohibits the religious group’s members from exercising their right to meet and carry out peaceful activities.”</p>
<p>The IMN is a Shia minority sect with close ties to Iran, operating mostly in northern Nigeria. It began in the 1980s and is led by Sheik Ibrahim El Zakzaky, who was inspired by Iran’s revolutionary movement during his travels there. The sect has an estimated <a href="https://www.cfr.org/blog/more-trouble-between-nigerias-shia-minority-and-police" target="_blank" rel="nofollow noopener noreferrer">four million followers</a>. It is separate from Boko Haram, an Islamist armed group also operating in northern Nigeria.</p>
<p>The move to ban the group came less than a week after police <a href="https://www.hrw.org/news/2019/07/24/nigeria-deadly-crackdown-shia-protest" target="_blank" rel="nofollow noopener noreferrer">violently cracked down</a> on members of the Shia movement in Abuja, the capital, as they protested the Zakzaky’s detention since 2015 and called for the authorities to allow him proper medical care. At least 11 protesters, a journalist, and a police officer were killed, while dozens of other protesters were wounded or arrested.</p>
<p>In its July 26 <a href="https://punchng.com/court-declares-shiites-movement-terrorist-group/" target="_blank" rel="nofollow noopener noreferrer">ruling</a>, the court directed the government to publish the proscription order in the official Gazette and two national dailies. Nigeria’s solicitor general had brought a motion – called an ex parte application – before the court, seeking to have the group declared a terrorist organization and banned. The group’s representatives were not given an opportunity to participate in the hearing, as such an application is intended for emergency proceedings that do not require the opposing party to respond or be present.</p>
<p>In announcing the ban on the movement, the presidency <a href="https://twitter.com/NGRPresident/status/1155536159382130688" target="_blank" rel="nofollow noopener noreferrer">stated</a> that the government had “outlawed the criminality of the group,” which has engaged in terrorist activities, “including attacking soldiers, killing policemen and a youth corps member, destroying public property, consistently defying State authority.” The <a href="https://twitter.com/NGRPresident/status/1155535906343915523" target="_blank" rel="nofollow noopener noreferrer">statement</a> further specified that the ban was not against peaceful and law-abiding Shia Muslims in the country who are practicing their religion.</p>
<p>The Nigerian constitution and international human rights law guarantee the rights to freedom of religion, association and expression. Under international law, no restrictions may be placed on these rights unless provided by law, serve a legitimate government purpose in a democratic society, and are necessary for attaining that purpose.</p>
<p>“Allegations of criminality do not present legitimate grounds to ban the activities of a religious group, including protests for justice and the release of their leader,” Ewang said. “The ban on the Shia movement may portend an even worse security force crackdown on the group, which could have dire human rights implications throughout Nigeria.”</p>
