The state  Commissioner for Lands, Housing and Urban Development, Barrister Abiodun Abdu-Raheem in a release noted that the processing and collection of Certificate of Occupancy is now faster, easier and affordable.

While he urged all eligible property owners without title or approved documents to take advantage of the opportunity, Abiodun also revealed that Oyo State Government will ensure all land owners in the State have digitized title documents by December 2022, amidst the accelerated provision of digitized title documents.

Abdu-Raheem said “the processing and collection of Certificate of Occupancy would take only Sixty (60) days under the Oyo State Home Owners Charter (OYHOC) scheme. While Government will bear the cost of survey, planning permission and all other relevant documents for applicants who do not have them under the OYHOC scheme”.

“Records have shown that majority of residential landed properties in Oyo State have no registered titled documents leaving such property owners open to many risks, hence the need for the C of O”, he added.

According to the Lands helmsman, all C of Os issued under the improved OYHOC will not only be digitized, for ease of authenticity confirmation, they would also be the same legal instrument as any other C of O being issued by the Government.

He added that, “Property owners can now easily use their properties as collateral for any financial transaction as well as having their documentation on the digital database of the Ministry for ease of confirmation and transfer”.

Barrister Abiodun further hinted that application forms can be obtained at the Ministry of Lands, Housing and Urban Development at the State secretariat, all Local Government Authority Offices as well as Local Council Development Authority offices (LGA &LCDAs) for only N6,000.00 (Six thousand Naira) payable using customized OYHOC recharge cards.

He also said all applicants must immediately register their application by following the instructions on the recharge card as the unique PIN on the recharge card will serve as their application number and as receipt for the application form payment.

The Commissioner pointed out that the first 2,000 applicants will enjoy a 15% discount, hence it is critical for all applicants to immediately register their application with the OYHOC recharge cards following the instructions carefully. He however noted that the concessionary processing fee applicable for the OYHOC scheme C of O is only available for applications received between now and 31st December, 2020.

The Commissioner for Lands, Housing and Urban Development, Barrister Abiodun Abdu-Raheem stated this at a day retreat organized by Private Networks Nigeria LTD for officials of the Ministry, held at Park Inn by Radisson Hotel, Abeokuta Ogun State.

According to him, Oyo State is blessed with resources and latent revenue opportunities which is needed to be unlocked.

“As a major stakeholder in revenue generation for the state government, we are here to strategize on how to move the state forward, because the state is blessed with resources and latent opportunities that needs to be unlocked”, he said.

Abiodun added that a cursory review of previous years’ performances show that over Two billion (N2 billion) Naira is being generated annually for the past three years through Land Use charges but this is far less than what is expected from the Ministry.

“A cursory review of previous years shows that only Two billion (N2 Billion) is being generated annually from Land Use Charges. This is a far cry from the income expected to be generated by a state like ours that desires to be self-sufficient with or without the Federal allocation”, he noted.

He further explained that since the inception of the present administration of Governor Seyi Makinde, the Ministry has been able to improve on its Revenue Generating strength through recovery of over two hundred (200) plots of lands which has been reallocated for interested members of the public.

Also, the Ministry has introduced Three hundred thousand naira (N300,000.00) as an expression of interest application fee for Housing Developers, as well as settlement of pending litigations against the state government on land matters among other things.

Barrister Abiodun pointed out that the retreat which focuses on issuance of Land title documents such as Home Owners’ Charter and Certificate of Occupancy (C of O) will help the Ministry fashion out ways to let people obtain their documents easily and affordably.

“I wish to state here that the state Government under the leadership of His Excellency, Governor Seyi Makinde is establishing a new era where land title documents would be timely and accurately delivered to justifiable applicants”.

While speaking, Commissioner for Finance, Mr. Akinola Ojo described the Ministry of Lands, Housing and Urban Development, as a major stakeholder in revenue generation for the state government.

He lauded the Ministry’s initiative to take part in the retreat, while he also assured that the Ministry of Finance will provide all necessary support at ensuring that the Revenue Generation initiative of the state government is not jeopardized.

Also speaking, the Permanent Secretary, Ministry of Lnads, TPL Ademola Ajibola said the retreat was very essential in educating and enlightening the officials of the Ministry on their roles at ensuring an increase in the revenue drive of the state government through the quick issuance of Land title documents.

The 252 units’ estate at Topo has two bedroom each, with water, electricity,  paved roads and other modern infrastructures at affordable cost.

Abiodun went on the tour with the Permanent Secretary, Ministry of Lands, Housing and Urban Development, Tpl. Ademola Ajibola and Directors from the Ministry as well as other Ministries from the State like Ministry of Justice, Bureau of Physical Planning and Development Control and officials of the office of the Surveyor General of Oyo State.

He said “I can see you have done a wonderful job with what we have seen here and it is safe to say we can partner with you with regards to the interest of the present administration in Oyo State to provide affordable, decent and sustainable housing scheme for the people of the State.

“My advice to you is that you should improve on the areas we pointed out to you, especially on the ways to beat the cost, when it comes to bringing the same project to Oyo State.

“You have to consider the issue of cost, you know it is costlier here in Lagos to erect a building than in Oyo State, all we want is affordable and quality homes for our people who are workers, retirees or members of the public that are interested in such scheme.”

The Permanent Secretary, Tpl. Ademola Ajibola also appreciated the quality of work done at the Peridot Parkland Estate by the firm, adding that Oyo State has cheaper land to replicate the same project at affordable cost.

The representative of Echostone Development Nig. Ltd., Mr Gbenga Akanni, while welcoming the delegation from Oyo State said the firm was ready to partner with the State and would look into areas that would make it possible to reduce cost of the project when the time to replicate the project in Oyo State was ripe

The Commissioner For Lands,Housing and Urban Development, Barr Abiodun  Abdu-Raheem while on duty tour to various sites owned by the  state government in Ibadan said the present administration is interested in the issue of lands across the state for proper documentation and accessibility.

‘This is the right time for good people of Oyo State to know that things should be done in the proper manner. Anyone that does not have an up to date documents should do so because the Ministry would be paying an unscheduled visits to various sites to check if the sites have genuine approval.

If there is any infraction whatsoever  from anyone on the sites visited, the person would face the full wrath of the law as the present administration is not out to witch hunt anybody but to enforce law and order and to ensure that proper approval is given before construction on sites is being carried out,” he explained.

The Commissioner who was accompanied  by the Permanent Secretary and some Directors of the Ministry served a stop work notice to the contractors handling the construction of some houses at Mami Market Agodi, GRA and and a Water Corporation Building at Jericho asked the contractors to report at the Ministry with necessary documents for the construction of the site.

The team also visited the industrial park as well as free trade zone along Lagos Ibadan Expressway to assess the lands in the area.

Meanwhile, Barr  Abiodun Abdu-Raheem who took the opportunity to pay a courtesy visit to the Vice Chancellor of Technical University, Ibadan assured the Institution  of government readiness to assist in the provision of adequate space of land as the present administration is interested in the development of the education sector.

The Vice Chancellor  of Technical University Ibadan, Professor Ayobami Salami appreciated the Seyi Makinde led administration for its support while calling for adequate security stressing that the University is facing security challenges because  of the porosity of the villages surrounding the Institution.

Earlier, a group of  people from Temidire, Bako area of Odo Ona in Ibadan protested at the Ministry to express their grievances over encroachment of the area by some hoodlums making life unbearable for people of the area.

The Commissioner revealed this  while addressing journalists in his office in Ibadan, the state capital, stressing that the task before his ministry was to fashion out how land cases could be settled amicably.

Barr. Abiodun hinted that the Ministry of Land,Housing  and Urban Development would liaise with the State Ministry of Justice, the Judiciary among others to achieve the feat of relieving the court of the burden of high number of land cases.

“The present administration under Governor Seyi Makinde has looked critically at the humongous number of land cases in various courts in Oyo State and harmonious living is not guaranteed where legal bickering exist so there is urgent need to work on this.

“It is pertinent to note the fact that it has been confirmed that over 50%of cases in these court are land  cases and I want to bring my wealth of experience as a legal practitioner to fore in order to speed up legal processes on land disputes. This will be done in concert with other Ministries,” he said.

On the state Owner’s Charter Programme in which individuals would have the opportunity of paying less for Certificate of Occupancy (C of O),Survey plan, building plan and other official documents ,Barr. Abiodun said the present administration was ready to make the process of acquiring the electronic documentation speedy.

The Commissioner  therefore urged members of the public to desist from patronizing touts to acquire the electronic documentation.

Ibadan has the population of over three million people, making it the third most-populated city in Nigeria after Lagos and Kano State.

The State Commissioner for Lands, Housing and Urban Development, Barr. Abiodun Abdu-Raheem disclosed the intention of the present administration to make housing affordable and available to the people of the State which include creation of Satellite Towns in major communities in the State in order to decongest the State capital, Ibadan.

In a chat with journalists, moments after resuming office on Monday, Abiodun said the State was poised to work towards creating more chances for residents that were itching to be house owners as land would be acquired from the targeted local government areas where the people have interest to reside.

“The State government under Engr. Seyi Makinde will not engage in cheap talk. We are poised to be realistic in our approach to governance by giving the best of our ability to the people that voted for the governor and this will reflect in our lands and housing policy.

“We will acquire more lands to give room for the public to have access to their choice of land at any location in the State at affordable rate. This will help decongest Ibadan and allow for further developmental projects that will help beautify the capital city and spread to the other major towns in the state.

“In our effort at decongesting Ibadan to make commercial and urbanization drive easier, the acquired lands at these communities will come in the form of Satellite Towns and serve the people those important things they crave at the city centers like Ibadan,” he promised.

The Commissioner further assured the people of the State of prompt process and dispatch of Certificates of Occupancy (CofO) which he added would come at affordable cost.

Addressing the Staffers of the Ministry, Barr. Abiodun who was accompanied by the Permanent Secretary, Tpl. Ademola Ajibola urged them to exhibit high sense of integrity in dealing with outsiders on issuance of land documents among other services.

He called on the people of the State to desist from erecting illegal structures along roads and streams setbacks and stop dumping refuse inside rivers, streams and waterways.

Giving insight into why he wants to become the next governor of the state, Omodewu said, “I am an  established aspirant, I have been part of the government right from the first day and I know if I am privilege to be the next governor I will continue our principal’s laudable programmes and  take Oyo state to another level.

“ We should set the state on auto pilot like that of Lagos. Asiwaju Tibubu laid the foundation and today Lagos is enjoying the proceed of  continuity, Ajimobi has started it in Oyo state, we should not  allow the process to be truncated by allowing those who are not part of us to take over from the system”.

He assured the council chairmen of direct access and more proper funding. “While I was a commissioner at the Ministry of Local Government and Chieftaincy Matters, I did not only facilitated foreign trips and seminars for council chairmen, I  also arranged periodic seminars and trainings for Supervisors at the local governments in the state, this I will continue if I eventually emerged as the next governor of Oyo state.”

Remarking, the state commissioner for Works, Alhaji Dauda Oladimeji, described Omodewu’s move as a right decision that should be supported and encouraged by all and sundry .

“ Omodewu is one of the few men who understands the system and will be a better successor of Governor Abiola Ajimobi”, the Commissioner said.

Some of the council gaffers whom were in attendance, including Bashorun Bosun Ajuwon, Hon Lanre Olaosegba, Hon Bamgboye , Hon Taiwo, amongst others, unanimously pledged their supports for Omodewu’s gubernatorial ambition, describing him as a notable politician with an enviable track record.
