										<content:encoded><![CDATA[<p class="yiv7170740674MsoNormal">OYO state governor, Sen Abiola Ajimobi on Friday vowed that the perpetrators of the Bodija Market crisis will be prosecuted and made to rehabilitate the burnt police station.</p>
<p class="yiv7170740674MsoNormal">The Governor, who visited the market, the burnt police station and the Central Abattoir at Amosun in company of the Commissioner of Police, Mr. Abiodun Odude, reiterated that his administration will not tolerate hooliganism and thuggery, saying that government will not fold its hands and allow some dissidents to destroy its seven years labour of restoring peace and safety in the state.</p>

<p class="yiv7170740674MsoNormal">Governor Ajimobi condoled with the traders and people at the Bodija Market, assuring that the government may reopen the market within the next 48hrs after due consultation with the security agencies, the community and market leaders and the leaders of the local government area.</p>
<p class="yiv7170740674MsoNormal">The governor stated that only an enemy of development and progress will condemn the action of the government to relocate the butchers to the central abattoir, explaining that the management of the Central Abattoir is being handled by the 11 Local Government Areas (LGAs) in Ibadan and its Local Council Development Areas (LCDAs), the National Butchers Union of Nigeria (NUBN), the Oyo State Government and the Public Private Partnership arrangement.</p>
<p class="yiv7170740674MsoNormal">He said that the Central Abattoir at Amosun village is an ultra-modern facility equipped with state – of – the art facility, pipe borne water, animal health centre, police post among others, noting that the health condition of the general public is one of the primary concerns of the government and proper hygiene should be put in place in an environment where meat is being produced for millions of people.</p>
<p class="yiv7170740674MsoNormal">The governor said that the Bodija Abattoir was closed last year due to the poor hygienic situation of the abattoir as the cow dung was left unpacked for four months, saying, “the market was closed in 2017 for three days because of the sanitation implications. There was unhealthy treatment of cattle blood, offensive odours, unhygienic spread of meat, air pollution due to gaseous emission from the cow dung and the government was concerned about the likely epidemic disease from flies spread.</p>
<p class="yiv7170740674MsoNormal">“We are talking about the general health of the people and not just the minute section in the market as every citizen of the state has one or two things to do with the Bodija Market. The decision to have a central abattoir for the Ibadan butchers predated my administration and we saw the need to relocate the butchers as well. We started discussing with them since five years ago before we eventually relocated them this year.</p>
<p class="yiv7170740674MsoNormal">“We had series of stakeholders’ meeting and signed Memorandum of Understanding (MOU) for the smooth relocation. All parties agreed to our resolutions and that is why I am surprised that we still have dissidents fomenting trouble. We are always in the habit of politicizing issues in the state. Majority of the butchers have moved and we have received commendations from their union, National Union of Butchers of Nigeria.</p>
<p class="yiv7170740674MsoNormal">“Let me assure you that the perpetrators of this violence will not go unpunished and they will rehabilitate the police station. People must be allowed to pay for their deeds. We did not destroy anybody’s stall or shop but government’s slaughter slabs. Or is there any crime in destroying what is not useful for the government again? We have not stopped them from selling meat at the Bodija market but no more slaughtering of cow there due to the poor hygienic condition. There was also resistance when butchers were moved from Gege to Bodija, so the resistance is not new but the crisis and violence were unnecessary.</p>
<p class="yiv7170740674MsoNormal">“We are working at reopening the market at the earliest possible time as we do not want to deprive our people their means of livelihood. But, we must be assured that adequate measures are put in place to forestall the repeat of the crisis.  We may likely open the market in the next 48hours,” Governor Ajimobi said.</p>
<p class="yiv7170740674MsoNormal">Speaking, the Babaloja of Bodjia Market, Alhaji Sumaila Jimoh appreciated the governor for the swift action in quenching the crisis, appealing that Governor Ajimobi should temper justice with mercy and reopen the market.</p>
<p class="yiv7170740674MsoNormal">Alhaji Jimoh said that the Bodija market people are peace loving but some butchers were always fomenting trouble even with the traders at the market, commending that the government has done well by relocating the butchers to the central abattoir at  Amosun Village.</p>

<div dir="ltr">The Oyo State Government on Thursday shut down Bodija market following a violence erupted in the market where security agents and butchers clashed over the relocation of the abattoir from the market to Amosun Village in Akinyele local government.</div>

<div>Following the Thursday&#8217;s fracas where two people were reportedly killed and a police station  burnt, butchers in the city have been protesting against the relocation of abattoir in the city’s markets to a central one at Amosun Village, Akinyele Local Government Area.</div>

<div>But at a press conference on Thursday by the state government after the fracas at the state ministry of Information, the Executive Secretary, Bureau of Investment Promotion, Mr. Yinka Fatoki explained that the directive of the state government to relocate the butchers from their various abattoirs to the central new site followed the insanitary conditions occasioned by the activities of the butchers.</div>

<div>According to him, this is the reason the state government provided the new abattoir at Amosun village with modern facilities that will ensure a cleaner and safer environment. He explained how the state government and local government signed a MoU with the Association of the butchers and the contracted company, Ibadan Central Abattoir and what led to today&#8217;s mayhem.</div>

<div>Fatoki said prior to the compliance of the executive members of the association, the butchers were well oriented on the decision and they were fully convinced after they had reasoned with government on provisions of incentives and financial assistance to carry out their operations.</div>

<div>On the cause of the mayhem, Fatoki said the ministry of Agriculture that controls the affair of the butchers on Friday put notice at all abattoirs in the city but the butchers in Bodija markets went to remove the notice. He said the incident was reported to the state police command where policemen were deployed to arrest the suspected persons on Monday for infringement on court order and were arraigned on Tuesday.</div>

<div>Fatoki further stated that following court order to maintain status quo of withdrawal of license by ministry of Agriculture since 2014 from the butchers till adjourned date, the members of the taskforce and police were attacked on Thursday. He said to forestall brigandage of threat to lives and properties was the reason the market was shut.</div>

<div>Also speaking, the Secretary of Nigerian Butchers Association, Oyo State Chapter, Alh. Lateef Adegoke said their lives as executive members of the butchers are no longer safe saying they won&#8217;t be able to sleep tonight with their families in their various homes.</div>

<div>He said after they had agreed with the government directive, some aggrieved members don&#8217;t agree with it and they are the one behind this crises.</div>

										<content:encoded><![CDATA[<p><em><strong>THE Oyo State Government has hinted that a law suit has been instituted against operators of unlicensed and unauthorized abattoirs in Ibadan, the state capital, adding that an interim order issued by the Oyo State High Court was executed by court Sheriffs on Friday June 22 to seal Bodija market abattoir, Aleshinloye market abattoir, and several other such unlicensed abattoirs across Ibadan.</strong></em></p>
<p>The Commissioner for Agriculture, Rural and Natural Resources, Prince Oyewole Oyewumi  on Wednesday stated that the state government has constituted a taskforce to enforce the relocation of slaughter services by all butchers to the central abattoir at Amosun Village, Akinyele, Ibadan to ensure quality,  standards are met for commercial animal slaughter to protect citizens from obnoxious and unhealthy practices. According to him the taskforce comprises of Nigeria Police, Civil Defense Corps, DSS, Ministries of Environment, Agriculture, Physical Planning and Bureau of Investment Promotions with the responsibility to identify  and enforce the provisions of the Meat Law of Oyo-State and other relevant laws.</p>
<p>The Agric Commissioner reiterated that the government decided to relocate the abattoirs in Ibadan to finally curb the unhealthy process of slaughtering of animals, offer of dead, sick and unwholesome animals in various markets, backyard slaughter slabs and many contraptions and make-shift slaughter houses in unhealthy environment with obnoxious practices, stressing that the State Government had in partnership with the private sector established a 3000 per day capacity mechanized slaughter facility at Amosun village, Akinyele L. G. as a viable  and state of the art facility for all abattoir services within  Ibadan.</p>
<p>The Commissioner said that the government regretted that after giving the Butchers 4 years to wind up and paying no taxes, the Ministry of Agriculture observed that some unscrupulous persons among the Butchers Union in Oyo State, rather than wind up, were in fact establishing new slaughter locations in unhygienic environment with no certification of government, no veterinary presence for inspection of animals for slaughter, nor approval of the said abattoirs by relevant authorities of government.</p>

<p>According to Prince Oyewumi , “For the last 5 years,the Ministry of Agriculture has engaged all stakeholders in a bid to ensure cooperation of all parties with the new initiative meant to assure the  populace of the quality of cattle meat and other animals offered for sale in our markets. The Private sector Investment company, the OYSG, Local Government Councils/LCDAs in Ibadan, and the National Butchers Association (Oyo State chapter) held several meetings over the last 3 years leading to the final take-off of this initiative by the signing of a global Memorandum of Understanding between the parties by which the equity participation of all stakeholders were agreed, implementation plans accepted and commencement confirmed.</p>
<p>“Earlier in 2014, the OYSG had given all abattoirs operating in Ibadan a year to wind up their activities and relocate their slaughter operations to the new state of the Art abattoir at Amosun village. Since 2014, the state had ceased to collect due rates and taxes from all abattoirs in Ibadan, in order to encourage compliance and ensure that the operators wind up and comply with the meat law of Oyo State which makes it illegal for anyone to operate any slaughter slab, abattoir or slaughter house without the authority and license of government.</p>
<p>“Regrettably, even after giving the Butchers 4 years to wind up, paying no due taxes, the Ministry of Agriculture had observed that some unscrupulous persons among the Butchers Union in Oyo-State, rather than wind up, were in fact establishing new slaughter locations in unhygienic environment with no certification of government, no veterinary presence for inspection of animals for slaughter, nor approval of the said abattoirs by relevant authorities of government.</p>
<p>“This according to the Attorney-General occasioned the State filing the legal action against the operation of such illegally operating abattoirs being run without authorization and valid licenses. The Oyo State High Court had issued an interim order of injunction restraining the continued operations of all unlicensed and illegal abattoirs in Ibadan, and a mandatory order authorizing the Ministry of Agriculture to seal such places forthwith pending the determination of the suit filed.</p>
<p>“The said order was executed on Friday 22nd June by the Sherrif of the High Court who sealed up Bodija market abattoir, Aleshinloye marker abattoir, and several other such unlicensed abattoirs across Ibadan. However no sooner that the court Sherrif and police left some of these locations sealing them and pasting the court seal, orders and processes there, did the operators mobilize to breach and break the seal of court only to resume their illegal activities, particularly at the Bodija market,” Mr. Abimbola explained.</p>
<p>Mr. Abimbola said that at Tuesday&#8217;s proceedings, the court warned all parties to ensure they keep the peace and abide by the subsisting court order and avoid what can lead to contempt.</p>
<p>The Attorney-General of Oyo State, Oluseun Abimbola Esq, leading a team of lawyers from the Ministry of Justice assured the court that government was only enforcing the provisions of the Oyo State Meat Law, Laws of Oyo State 2000 and extant laws of the state and no more, and encouraged lawyers for the faction of Butchers who were operating illegal abattoirs, to advise their clients accordingly to ensure they operate under the laws of the state.</p>
<p>“Some of the lawyers had indicated they were yet to be served with other processes in the matter which the Attorney-General undertook to ensure were served on the hitherto unknown persons, now showing their faces now. The court then by agreement of all counsel adjourned the matter to 24th October for pending applications,” he added.</p>
<p>The Commissioner for Justice warned all operators still surreptitiously illegally operating unlicensed abattoirs to stop such illegality immediately as the Ministry is poised to prosecute such offenders in criminal court, pointing out that operating an illegal abattoir is a crime under the Meat law of Oyo State.</p>

<p class="yiv1499189152MsoNormal">Mr. Yinka Fatoki , the Executive Secretary, Oyo State Bureau of Investment Promotions and Public Private Partnership, disclosed that the decision to relocate to the central abattoir at Amosun village, Akinyele Local Government Area was reached after a series of consultative meetings and deliberations which led to the signing of a Memorandum of Understanding (MOU) between the government and the National Butchers Union of Nigeria (NUBN), the umbrella body of the butchers.</p>
<p class="yiv1499189152MsoNormal">Fatoki explained further that Governor Abiola Ajimobi had earlier addressed various issues that were raised before the signing of the MoU, saying that the petition written by a few members of the union on insecurity was uncalled for as the government has reassured of adequate security and the MoU signed also addressed security issue.</p>
<p class="yiv1499189152MsoNormal">He said that the state government was surprised by the actions of a few disgruntled and recalcitrant members of the butchers union’s resistance to government directives to relocate to the central abattoir after the series of meetings with the governor, stressing that the government will not be deterred with the fabricated security challenges to reverse its decision.</p>

<p>The Executive Secretary pointed out that peace, security and safety is the foundation of the present administration in the state and the interest of the general public supercedes that of a few members of the union, saying that the decision to move all abattoirs in Ibadan to the central abattoir was hinged on sanitary and health importance of the people of Oyo state.</p>
<p>Fatoki disclosed that the State Ministry of Agriculture had unlicensed all slabs or abattoirs in Ibadan for about two years (since 2014) on account of unsanitary circumstances of the major slaughter slabs at Bodija, Aleshinloye and Gege area among others, stressing, “it was on this premise that the state government met several times with the butchers and the chairmen of the 11 Local Government Areas in Ibadanland to discuss the relocation to central abattoir and address issues raised.</p>
<p class="yiv1499189152MsoNormal">“After the discussions, all parties agreed to sign a Memorandum of Understanding that butchers in 11 LGAs of Ibadan should relocate to the central abattoir on the 4th of June 2018. On Monday, June 4, majority of the butchers moved amid fun fare and during the prayer session to commemorate the commencement of operations at the central abattoir, butchers represented by the South West Coordinator of NUBN lauded the state government for the relocation, describing it as a welcome development and that the facility is the best both in Nigeria and Africa. It is now surprising that a few members of the union are proving recalcitrant.</p>
<p>“The present administration being a responsible and responsive one, owes it a duty to protect its citizens against infection and diseases that can arise from unhygienic handling of meat. Hence, the steps to centralize abattoir operations by relocating them to the central abattoir with state of the art facilities that would be coordinated by professional veterinary officers to ensure that hygienic meat is produced for people&#8217;s consumption,” Fatoki explained.</p>
<p>While allaying the fears of the few butchers over insecurity, Fatoki stressed that government will not renege on its promise of sustenance of peace in the state and that adequate security has been put in place at the central abattoir, Amosun Village, warning that government will not treat any individual who is bent of destroying the restored peace in the state with kid gloves.</p>
<p>He said that the facility is expected to create over 1000 jobs, open up the corridors of Amosun village for development and ensure hygienic meat for people&#8217;s consumption, noting that this is contrary to the speculation that some butchers would lose their means of livelihood.</p>
<p>Fatoki also affirmed that the state government has pledged to offer microcredit loans to butchers and assist in acquiring meat vans.</p>

										<content:encoded><![CDATA[<p><em><strong>Butchers from the 11 Local Government Areas (LGAs) and 14 Local Council Development Areas (LCDAs), in Ibadan, the Oyo State capital have raised an alarm that relocation of all butchers in Ibadan to Amosun village housed by Akinyele LGA will ignite fresh crisis between them and the Hausa cattle rearers in the state. </strong></em></p>
<p>The butchers while addressing journalists last Thursday at a press conference held in collaboration with Veteran Organization for Human Rights Initiative (VOHRI) in Ibadan, observed that the purported relocation would cause more harm than good if allowed to see the light of the day.</p>
<p>According to the Chairman of National Union of Butchers (NUB), Aare Latosa LCDA, Alhaji Ganiyu Olobo and his colleagues from Egbeda Local Government Area, Alhaji Mukaila Otedola; Ibadan North LGA, Mr. Kehinde Oladejo; Ido LCDA, Mr. Alidu Tajudeen; Akinyeke LGA, Alhaji Oroyinyin Adeleke; Ibadan South West, Mr. Adebayo Wasiu and Mr. Sheriff Iyanda who spoke on behalf of their colleagues hinted that Amosun village is very close to Akinyele town where a large number of Hausa cattle rearers settled.</p>

<p>They warned that the closeness of the the two, Akinyele town and Amosun village will lead to fresh crisis among the butchers and Hausa cattle rearers.</p>
<p>The butchers while urging Governor Abiola Ajimobi of the state to prevail on the matter and allow butchers to continue with their businesses in their various locations, disclosed that it was year 2000 clash between the butchers and the Hausa cattle traders that made the former Governor, late Alhaji Lam Adesina to relocate the Hausa cattle rearers to Akinyele town.</p>
<p>They noted that the relocation which is being championed by some elements in the union in connection with a private firm will ignite fresh crisis due to the closeness of Akinyele and Amosun, the proposed abattoir.</p>
<p>&#8220;The proposed abattoir at Amosun village is close to Akinyele town where a large number of Hausa cattle rearers have settled. It was the killing arising from the clash between butchers and Hausa cattle traders in 2000 that made late Alhaji Lam Adesina to relocate the Hausa cattle traders to Akinyele town.</p>
<p>&#8220;This illegal relocation order given to the butchers will ignite fresh crisis. This is a bad omen and a security threat to the state, especially when electioneering period is at hand&#8221;, they said.</p>
<p>The butchers, who described the purported relocation as handiwork of some elements who are using the name of the state governor to coerce butchers in Ibadan stressed that Ajimobi during their meeting with him gave an order that butchers are free to operate anywhere that is convenient for them.</p>
<p>They added they were surprised that some leaders and the private firm are now forcing the butchers in Ibadan to relocate to Amosun village, the order they said was in contrary to the agreement reached with the governor.</p>
<p>They added that apart from security threat and untold hardship the relocation will cause, many youths and many traders will loose their sources of income due to the distance of the village to other areas.</p>
<p>&#8220;Many other petty traders who receive their livelihood because of the presence of the butchers in their locality will definitely lose their job and source of livelihood. It should be noted that a good number of youths are employed at the various local government abattoir and this brings employment and source of income to them. Relocation will cause unemployment and by extension youth restiveness.</p>
<p>&#8220;As a result of unfavorably location of the Amosun village abattoir, there will be increase in brigand robber, kidnapping and serious threat to life of both the butchers and buyers. The buyers would have to go extra miles before procuring beef, transport fee will increase and price of beef will also increase forcing untold hardship to the buyers.</p>
<p>&#8220;It will therefore unspeakable, unconstitutional and illegal for a group of people to arrogate to themselves what do not belong to them hijacking the function of a local government and by extension function of the state government to build a private abattoir in partnership with corrupt members of the National Union of Butchers, Ibadan chapter and later used the good name of our governor to make a relocation orders concerning other members of the butchers to go to Amosun village.</p>
<p>&#8220;We therefore appeal that this illegal order should quashed&#8221;.</p>
<p>VOHRI Lead Activist, Comrade Sakirullah Ayobami and General Secretary, Comrade Adekunle Abimbola while speaking noted that though private ownership of abattoir is allowed, coercion of butchers to move to the village is illegal.</p>
<p>VOHRI said , &#8220;Building of slaughter houses, slabs is one of the functions of local government. Private owned abattoir is allowed but coercion of butchers to operate in a privately owned abattoir is illegal and unconstitutional and runs contrary to the fourth schedule 1 (e) of the local government functions.</p>
<p>&#8220;It is constitutional for each local government to establish abattoir&#8221;.</p>
<p>They added that &#8220;Relocation order was a verbal expression and did not come from the state government but evil machinations of some disgruntled elements.</p>
<p>&#8220;Consequent upon intimidation, anxiety, serious threat to life and violation of the fundermantal human rights of the butchers in Ibadan occasioned by the fake relocation order issued by the aggrieved members of butchers in persons of Alhaji Azeez Alagunfon, Biliaminu Eleshimeta, Kehnide Tewogbade, Fatal Alagunfon, Alhaji Saliu, Alhaji Latest Adegoke and others.</p>
<p>&#8220;We are therefore appealing to you sir to use your good office to investigate thoroughly for justice to be earned. The action of the above-mentioned runs contrary to the fundermantal rights of the people by virtue of section 33, 34,36,39 and 40 of the constitution of Nigeria, 2010 as amended.</p>
<p>&#8220;This illegal partnership with the owner of abattoir at Amosun village which resulted in the blanket order given to butchers in all the eleven local government in Ibadan to relocate is an aberration of the fourth schedule 1 (e) of functions of local government&#8221;.</p>
