										<content:encoded><![CDATA[<p><em><strong><span style="font-size: 36pt; color: #ff0000;">T</span>he Federal Government, on Saturday, published a list of 48 individuals and entities allegedly linked to terrorism financing in Nigeria, naming suspects with reported ties to outlawed groups including the Indigenous People of Biafra, Ansaru, and the Islamic State West Africa Province.</strong></em></p>
<p>The list was released by the Nigeria Sanctions Committee as part of intensified efforts to disrupt financial networks sustaining terrorist activities across the country.</p>
<p>In a statement accompanying the publication, the committee said the designation of the individuals and organisations was in line with Nigeria’s legal and international obligations to combat terrorism financing.</p>
<p>“The Nigeria Sanctions Committee has approved the designation of the following individuals and entities for their alleged involvement in terrorism financing,” the statement read.</p>
<p>It added, “The action is pursuant to relevant laws and regulations aimed at identifying and freezing assets of persons and organisations linked to terrorist activities.”</p>
<p>The committee explained that the move was targeted at dismantling the financial backbone of insurgent and extremist groups operating within and beyond Nigeria’s borders.</p>
<p>Among those listed are individuals reportedly associated with the Indigenous People of Biafra, a proscribed separatist group; Ansaru, a faction linked to Al-Qaeda; and the Islamic State West Africa Province, one of the most active terrorist groups in the region.</p>
<p>Security experts have repeatedly stressed that cutting off funding sources remains a critical strategy in weakening terrorist operations.</p>
<p>Speaking on the development, a senior government official familiar with the process said the publication sends a strong signal about Nigeria’s resolve to confront terrorism at its roots.</p>
<p>“This is not just about naming names; it is about choking the financial lifelines of terror networks. Once funding is disrupted, their operational capacity is significantly weakened,” the source said.</p>
<p>The committee further noted that relevant authorities and financial institutions have been directed to take necessary steps in enforcing sanctions, including the identification and freezing of assets linked to the designated persons and entities.</p>
<p>“The public is also advised to remain vigilant and report suspicious financial activities to appropriate authorities,” the statement added.</p>
<p>The Federal Government reiterated its commitment to safeguarding national security, insisting that individuals or groups found culpable would face the full weight of the law.</p>
<p>As of the time of filing this report, detailed breakdowns of the sanctions and timelines for enforcement were yet to be made public.</p>

<p>Amid rising killings and a wave of mass abductions by gunmen and suspected terrorists across the country, President Bola Tinubu on Wednesday declared a nationwide security emergency.</p>
<p>The President, in a statement personally signed and released in Abuja, also ordered an immediate expansion of the manpower of the Armed Forces and the Nigeria Police Force as the Federal Government rushes to halt the worsening insecurity.</p>
<p>“Today, in view of the emerging security situation, I have decided to declare a nationwide security emergency and order additional recruitment into the Armed Forces,” Tinubu said.</p>
<p>“By this declaration, the police and the army are authorised to recruit more personnel. The police will recruit an additional 20,000 officers, bringing the total to 50,000.”</p>
<p>Tinubu explained that he had already approved upgrades of police training facilities nationwide and authorised the use of selected National Youth Service Corps camps as police training depots.</p>
<p>He added that officers withdrawn from VIP guard duties would undergo “crash training” before being redeployed to areas battling heightened insecurity.</p>
<p>The President also directed the Department of State Services to immediately deploy all trained forest guards to flush out terrorists and bandits hiding in forests across the country. The DSS was further authorised to recruit additional personnel.</p>
<p>“There will be no more hiding places for agents of evil. This is a national emergency. We are deploying more boots on the ground, especially in vulnerable communities. The times require all hands on deck. As Nigerians, we must all get involved in securing our nation,” he said.</p>
<p>Tinubu commended security agencies for jointly securing the release of 24 abducted schoolgirls in Kebbi State and 38 worshippers in Kwara State. He assured that efforts were ongoing to rescue students of Catholic schools in Niger State and other kidnapped Nigerians still in captivity.</p>
<p>“To the leadership and rank and file of our Armed Forces, I commend your courage and sacrifice. This is a challenging moment for our nation and for the military itself. I charge you to remain resolute, restore peace across all theatres of operation, and uphold the highest standards of discipline. There must be no compromise, no collusion, and no negligence,” he added.</p>
<p>The President announced that the Federal Government would support state governments operating community-based security outfits.</p>
<p>Tinubu also urged the National Assembly to begin reviewing laws that would allow states seeking to establish their own police forces to do so.</p>
<p>He warned states against maintaining boarding schools in remote areas without adequate security and advised churches and mosques in vulnerable areas to engage security agencies when organising large gatherings.</p>
<p>On the lingering farmer–herder clashes, Tinubu restated that the newly created Ministry of Livestock Development would provide long-term solutions. He appealed to herders to embrace ranching, end open grazing, and surrender illegal weapons.</p>
<p>“I sympathise with the families who have lost their loved ones in recent attacks on soft targets in Kebbi, Borno, Zamfara, Niger, Yobe, and Kwara states. I also pay tribute to our brave soldiers who have made the ultimate sacrifice, including Brigadier-General Musa Uba,” he said.</p>
<p>Warning criminal groups not to undermine the state, Tinubu emphasised that his administration possessed the resolve and capacity to secure the country.</p>
<p>“Fellow compatriots, I urge you not to give in to fear or despair. Stand firm to defend our freedom and values. Our administration will continue to guarantee peaceful co-existence and preserve our union.”</p>
<p>He called on citizens to remain vigilant, report suspicious activities, and cooperate with security agencies.</p>
<p>Tinubu’s declaration came amid nationwide outrage after the killing of at least five people in Kebbi and Kwara states, and the abduction of over 300 schoolchildren from Government Girls Comprehensive Secondary School, Maga, in Kebbi State, and St Mary’s Catholic School, Papiri, in Niger State.</p>

<p>The Presidency on Monday said the United States Government has expressed readiness to deepen security cooperation with Nigeria through enhanced intelligence sharing, supply of defence equipment and other support to boost ongoing operations against terrorists and violent extremist groups.</p>
<p>It said the commitment followed a series of engagements held last week in Washington, DC, between a high-level Nigerian delegation and top US officials aimed at strengthening bilateral security ties and opening new areas of collaboration.</p>
<p>The delegation, led by the National Security Adviser, Nuhu Ribadu, met with senior officials from the US Congress, White House Faith Office, State Department, National Security Council and the Department of War.</p>
<p>Other members of the delegation included the Attorney-General of the Federation, Lateef Fagbemi (SAN); Chief of Defence Staff, Gen. Olufemi Oluyede; Chief of Defence Intelligence, Lt. Gen. Emmanuel Undiandeye; the Inspector-General of Police, Kayode Egbetokun; and two representatives from the Office of the NSA.</p>
<p>According to a statement by the Special Adviser to the President on Information and Strategy, Bayo Onanuga, the Nigerian team used the engagements to debunk allegations of genocide in the country, insisting that violent attacks cut across religious and ethnic divides.</p>
<p>Onanuga said the delegation also rejected what it described as the “wrongful framing” of Nigeria’s security challenges, noting that such portrayals risked further dividing citizens and misrepresenting realities on the ground.</p>
<p>“The discussions provided ample opportunity to correct misconceptions about Nigeria, forged a constructive, solution-driven partnership with the United States, reinforced mutual trust, and advanced a coordinated approach to protecting vulnerable communities, especially in the Middle Belt,” the statement read.</p>
<p>He added that the US expressed willingness to offer complementary support, including humanitarian assistance to affected populations in the Middle Belt and technical aid to strengthen early-warning mechanisms.</p>
<p>Onanuga said both countries agreed to immediately implement a non-binding cooperation framework and set up a Joint Working Group to coordinate agreed areas of collaboration. Nigeria, he added, reaffirmed its commitment to enhancing civilian protection measures.</p>
<p>“The Federal Government restates its awareness of heightened sensitivities regarding religious freedom and security, and urges citizens to remain assured that firm, urgent, and coordinated steps are being taken to secure the nation,” he stated.</p>
<p>The development comes weeks after former US President Donald Trump threatened to deploy American forces to Nigeria “guns-a-blazing” if the government failed to halt what he described as the killing of Christians.</p>
<p>Trump, who also designated Nigeria a “Country of Particular Concern” over alleged persecution, had on his Truth Social platform accused the government of allowing the “mass slaughter” of Christians and warned that Washington could cut aid and take military action.</p>
<p>“If the Nigerian Government continues to allow the killing of Christians, the USA will immediately stop all aid and assistance to Nigeria, and may very well go into that now disgraced country, ‘guns-a-blazing,’ to completely wipe out the Islamic terrorists who are committing these horrible atrocities,” he wrote, adding that he had instructed the US Department of War to prepare for possible operations.</p>
<p>But President Bola Tinubu has repeatedly dismissed claims of genocide against Christians, maintaining that Nigeria remains committed to religious freedom, tolerance and the protection of all citizens regardless of faith.</p>

<p>Suspected bandits have abducted four rice farmers in Bokungi community, Edu Local Government Area of Kwara State.</p>
<p>The incident occurred on Wednesday evening while the victims were working on their farms during the peak of the harvest season. It came barely 24 hours after gunmen attacked a church in Eruku, Ekiti LGA of the state, killing two worshippers and abducting several others.</p>
<p>According to sources, the attackers stormed the farms suddenly and surrounded the farmers as they gathered their harvested rice.</p>
<p>“It has been confirmed that bandits struck again at Bokungi under the Lafiagi Emirate. Four people were abducted. Information is still emerging,” the sources said.</p>
<p>Residents said the gunmen operated for several minutes without resistance, forcing the farmers into a nearby bush before whisking them away to an unknown location.</p>
<p>Community members also lamented rising insecurity in Edu LGA, noting that several farming settlements had been abandoned as farmers now fear venturing out during the harvest period when they are most vulnerable.</p>
<p>The Kwara State Police Command and the state government had yet to comment on the incident as of the time of filing this report.</p>

<p>The Minister of Interior, Olubunmi Tunji-Ojo, says about 67 per cent of inmates in correctional facilities across the country are awaiting trial.</p>
<p>Tunji-Ojo, who spoke on Politics Today, a Channels Television current affairs programme, on Thursday, said there was an urgent need for stronger collaboration between the Federal Government and states to improve the country’s correctional services.</p>
<p>According to him, while states are legally entitled to operate their own correctional centres, the burden of managing inmates — most of whom are state offenders — currently falls on the Federal Government.</p>
<p>“We can work out a synergy. States that want to have their own correctional centres, by law, they’re entitled to have it, and the federal too. But we must also understand that about 72 per cent of our inmates are state offenders and about 67 per cent or so are awaiting trial,” he said.</p>
<p>“So it means two-thirds are state offenders, but the Federal Government is the one taking responsibility now. I don’t like to shift blame. As Mr. President will always say, ‘We were elected to produce results, not to make excuses.’ We will interface with our governors and come together to have a shared strategy towards solving these correctional problems.”</p>
<p>The minister also recalled that in July, the Federal Government freed 4,550 offenders after a review targeting inmates held for minor, bailable offences and those with prolonged incarceration, as part of efforts to decongest correctional centres.</p>
<p>He noted that the administration of President Bola Tinubu was determined to reposition the correctional system despite the poor state in which it was inherited in 2023.</p>
<p>“But I need to put it on record that this particular administration has done a lot in the last two years in terms of putting resources and trying to make sure that we fix our correctional centres,” he added.</p>

<p dir="ltr">Operatives of the Economic and Financial Crimes Commission (EFCC) have arrested a former Chief Financial Officer (CFO) of the Nigerian National Petroleum Company Limited (NNPCL), Umar Isa, over an alleged $7.2 billion fraud linked to the rehabilitation of the nation’s refineries.</p>
<p dir="ltr">Also in custody is a former Managing Director of the Warri Refining and Petrochemical Company, Jimoh Olasunkanmi. The arrests are part of an ongoing probe into massive financial infractions surrounding the turnaround maintenance (TAM) of the Kaduna, Warri, and Port Harcourt refineries.</p>
<p dir="ltr">Sources at the commission said Isa, as CFO, played a key role in the disbursement of funds for the TAM projects and is currently being quizzed over allegations of abuse of office, diversion of public funds, corruption, and receipt of kickbacks from contractors.</p>
<p dir="ltr">Other officials under investigation include the current Managing Director of Warri Refinery, Tunde Bakare; two former Managing Directors of Port Harcourt Refinery, Ahmed Dikko and Ibrahim Onoja.</p>
<p dir="ltr">The arrests come on the heels of a recent probe by the Senate Committee on Public Accounts, chaired by Senator Aliyu Wadada, which uncovered staggering discrepancies in the audited financial statements of the NNPCL from 2017 to 2023.</p>
<p dir="ltr">The committee described the findings as “mind-boggling” and “deeply worrisome,” revealing that trillions of naira were unaccounted for. The panel has since handed over 11 audit queries to the NNPCL finance team, with a one-week ultimatum for a response.</p>
<p dir="ltr">The mounting financial scandals contributed to the sweeping shake-up of NNPCL’s leadership by President Bola Tinubu on April 2, 2025. The president had earlier given the company two years to improve its operations.</p>
<p dir="ltr">In what the presidency described as a move “crucial for enhancing operational efficiency, restoring investor confidence, boosting local content, driving economic growth, and advancing gas commercialisation,” Tinubu relieved Mele Kyari of his duties as Group Chief Executive Officer. Kyari had led the national oil firm since July 2019 and had faced growing criticism, particularly after clocking the retirement age of 60 in January.</p>

<p dir="ltr">In their place, Tinubu appointed a new 11-member board, with Bashir Ojulari as Group CEO and Ahmadu Kida as Non-Executive Chairman. Other members include Adedapo Segun, Bello Rabiu, Yusuf Usman, Babs Omotowa, Austin Avuru, David Ige, Henry Obih, Lydia Jafiya, and Aminu Ahmed.</p>
<p dir="ltr">The EFCC is expected to make a formal statement in the coming days as investigations into the alleged fraud intensify.</p>

										<content:encoded><![CDATA[<p dir="ltr">The Federation Account Allocation Committee (FAAC) has disbursed a total sum of ₦1.578 trillion to the Federal Government, state and local governments for the month of March 2025, underscoring ongoing efforts to sustain intergovernmental financing and fiscal responsibility across all tiers of government.</p>
<p dir="ltr">This development was contained in a communiqué issued after the FAAC meeting, and made public by Mr Bawa Mokwa, Director of Press and Public Relations in the Office of the Accountant-General of the Federation, on Saturday.</p>
<p dir="ltr">According to the communiqué, the total distributable revenue of ₦1.578 trillion was made up of ₦931.325 billion from statutory revenue, ₦593.750 billion from Value Added Tax (VAT), ₦24.971 billion from the Electronic Money Transfer Levy (EMTL), and ₦28.711 billion from exchange difference earnings.</p>
<p dir="ltr">FAAC revealed that the total gross revenue available in March stood at ₦2.411 trillion, signalling a strong revenue performance. From this amount, ₦85.376 billion was deducted for the cost of collection, while transfers, interventions and refunds accounted for ₦747.180 billion.</p>
<p dir="ltr">Further breakdown of the report indicates that the gross statutory revenue of ₦1.718 trillion received in March represented an increase of ₦65.422 billion when compared to the ₦1.653 trillion recorded in February.</p>
<p dir="ltr">The disbursement reflects the continued dedication of public financial managers and revenue-generating agencies who are working relentlessly under challenging economic conditions to ensure that government at all levels is adequately funded to meet the needs of the populace.</p>
<p dir="ltr">Observers and analysts view this steady growth in revenue as a positive trajectory, albeit with the understanding that transparency, accountability and prudent utilisation of public funds remain key to achieving lasting socio-economic impact.</p>

<p dir="ltr">Senator Gbenga Daniel, representing Ogun East Senatorial District, has raised concerns over the misuse of constitutional immunity by state governors and their deputies, calling for an urgent amendment to the relevant section of Nigeria’s constitution.</p>
<p dir="ltr">Speaking on <i>Political Paradigm</i>, a Channels Television programme aired on Tuesday, the former governor of Ogun State (2003–2011) argued that Section 308 of the 1999 Constitution, which shields sitting governors and their deputies from both civil and criminal prosecution, has been widely abused.</p>
<p dir="ltr">Section 308 of the Nigerian Constitution grants immunity to the President, Vice President, governors, and deputy governors while in office, effectively barring legal proceedings against them throughout their tenure. However, Daniel insisted that this provision has been misused to avoid scrutiny and justice.</p>
<p dir="ltr">The senator’s remarks have stirred renewed debate about constitutional reform and accountability in public office, especially at a time when governance and transparency remain major concerns in Nigeria’s democratic journey.</p>
<p dir="ltr">Daniel’s call adds to the voices of other stakeholders who have advocated for a more accountable leadership structure and a constitution that upholds justice irrespective of office held.</p>
<p dir="ltr">As of press time, there has been no official response from the Nigerian Governors’ Forum regarding Senator Daniel’s comments.</p>

<p dir="ltr">Fellow Nigerians, I feel greatly disturbed at the turn we have come to regarding the political crisis in Rivers State. Like many of you, I have watched with concern the development with the hope that the parties involved would allow good sense to prevail at the soonest, but all that hope burned out without any solution to the crisis.</p>
<p dir="ltr">With the crisis persisting, there is no way democratic governance, which we have all fought and worked for over the years, can thrive in a way that will redound to the benefit of the good people of the state. The state has been at a standstill since the crisis started, with the good people of the state not being able to have access to the dividends of democracy.</p>
<p dir="ltr">Also, it is public knowledge that the Governor of Rivers State for unjustifiable reasons, demolished the House of Assembly of the state as far back as 13th December 2023 and has, up until now, fourteen (14) months after, not rebuilt same. I have made personal interventions between the contending parties for a peaceful resolution of the crisis, but my efforts have been largely ignored by the parties to the crisis. I am also aware that many well-meaning Nigerians, Leaders of thought and Patriotic groups have also intervened at various times with the best of intentions to resolve the matter, but all their efforts were also to no avail. Still, I thank them.</p>
<p dir="ltr">On February 28, 2025, the supreme court, in a judgment in respect of about eight consolidated appeals concerning the political crisis in Rivers State, based on several grave unconstitutional acts and disregard of rule of law that have been committed by the Governor of Rivers State as shown by the evidence before it pronounced in very clear terms:</p>
<p dir="ltr">“a government cannot be said to exist without one of the three arms that make up the government of a state under the 1999 Constitution as amended. In this case the head of the executive arm of the government has chosen to collapse the legislature to enable him to govern without the legislature as a despot. As it is there is no government in Rivers State.”</p>
<p dir="ltr">The above pronouncement came after a catalogue of judicial findings of constitutional breaches against the Governor Siminalayi Fubara.</p>
<p dir="ltr">Going Forward in their judgment, and having found and held that 27 members of the House who had allegedly defected</p>
<p dir="ltr">“are still valid members of Rivers State House of Assembly and cannot be prevented from participating in the proceedings of that House by the 8th Respondent (that is, the Governor) in cohorts with four members”</p>
<p dir="ltr">The Supreme Court then made some orders to restore the state to immediate constitutional democracy. These orders include the immediate passing of an Appropriation Bill by the Rivers State House of Assembly which up till now has not been facilitated.</p>
<p dir="ltr">Some militants had threatened fire and brimstone against their perceived enemy of the governor who has up till now NOT disowned them.</p>
<p dir="ltr">Apart from that both the House and the governor have not been able to work together.</p>
<p dir="ltr">Both of them do not realise that they are in office to work together for the peace and good governance of the state.</p>
<p dir="ltr">The latest security reports made available to me show that between yesterday and today there have been disturbing incidents of vandalization of pipelines by some militant without the governor taking any action to curtail them. I have, of course given stern order to the security agencies to ensure safety of lives of the good people of Rivers State and the oil pipelines.</p>
<p dir="ltr">With all these and many more, no good and responsible President will standby and allow the grave situation to continue without taking remedial steps prescribed by the Constitution to address the situation in the state, which no doubt requires extraordinary measures to restore good governance, peace, order and security.</p>
<p dir="ltr">In the circumstance, having soberly reflected on and evaluated the political situation in Rivers State and the Governor and Deputy Governor of Rivers State having failed to make a request to me as President to issue this proclamation as required by section 305(5) of the 1999 Constitution as amended, it has become inevitably compelling for me to invoke the provision of section 305 of the Constitution of the Federal Republic of Nigeria, 1999 as amended, to declare a state of emergency in Rivers State with effect from today, 18th March, 2025 and I so do.</p>
<p dir="ltr">By this declaration, the Governor of Rivers State, Mr Siminalayi Fubara, his deputy, Mrs Ngozi Odu and all elected members of the House of Assembly of Rivers State are hereby suspended for an initial period of six months.</p>
<p dir="ltr">In the meantime, I hereby nominate Vice Admiral Ibokette Ibas (Rtd) as Administrator to take charge of the affairs of the state in the interest of the good people of Rivers State. For the avoidance of doubt, this declaration does not affect the judicial arm of Rivers State, which shall continue to function in accordance with their constitutional mandate.</p>
<p dir="ltr">The Administrator will not make any new laws. He will, however, be free to formulate regulations as may be found necessary to do his job, but such regulations will need to be considered and approved by the Federal Executive Council and promulgated by the President for the state.</p>
<p dir="ltr">This declaration has been published in the Federal Gazette, a copy of which has been forwarded to the National Assembly in accordance with the Constitution. It is my fervent hope that this inevitable intervention will help to restore peace and order in Rivers State by awakening all the contenders to the constitutional imperatives binding on all political players in Rivers State in particular and Nigeria as a whole.</p>
<p dir="ltr">Long live a united, peaceful, secure and democratic Rivers State in particular and the Federal Republic of Nigeria as a whole.</p>

<p>The Department of State Services (DSS) has emphasized the need for the recruitment of intelligent graduates into its ranks, stating that crime-fighting requires intellect and strategic thinking.</p>
<p>DSS Director, Oluwatosin Ajayi, made this known on Wednesday while delivering a lecture at the University of Ilorin, Kwara State.</p>
<p>The lecture, titled &#8220;The Roles of the DSS in Security, Peacekeeping, and National Integration,&#8221; highlighted the agency&#8217;s crucial role in safeguarding the nation and the necessity of strengthening intelligence institutions.</p>
<p>Ajayi, represented by DSS Deputy Director Patrick Ikenweiwe, stressed that the country’s best minds should be drafted into the DSS to address the growing security challenges.</p>
<p>“If I have my way, the best graduates in the country should be compelled to join the DSS and serve the nation in tackling security threats,” Ikenweiwe stated.</p>
<p>Drawing a comparison to Israel’s academic system, he noted: &#8220;In Israel, students who score above 70 marks in their university entrance exam are automatically placed in the university. Tell me, how would a ‘Dundee’ (dullard) be able to counter a criminal gang made up of first-class brains? Intelligence is key to fighting crime.”</p>
<p>He further advocated for collaboration with academic institutions to identify top-performing students who could be recruited into the intelligence service.</p>
<p>The DSS official also outlined several threats to national security, including sabotage, subversion, and espionage, urging a comprehensive approach to national security that includes intelligence-driven solutions and a well-trained workforce.</p>
